HomeMy WebLinkAboutpre. legislationCity of Miami Legislation Resolution: R-03-1214 City Hall 3500 Pan American Drive Miami, FL 33133 www.cl.miami.A.ue File Number: 03.0224 Final Action Date: 12/18/2003 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE PROCUREMENT OF COMPUTER HARDWARE, SOFTWARE, AND OTHER RELATED EQUIPMENT AND SERVICES, FROM THE INTERNATIONAL BUSINESS MACHINES CORPORATION ("1BM") TO ENHANCE THE CAPABILITIES OF THE CITY OF MIAMI'S EMERGENCY MANAGEMENT COMMAND CONTROL, TO RECEIVE, MANAGE, AND DISSEMINATE CRITICAL INFORMATION AND COORDINATE CITYWIDE EMERGENCY RESPONSE AND RECOVERY ACTIVITIES SHOULD A FAILURE OR THREAT TO THE PRIMARY EMERGENCY OPERATIONS CENTER ("EOC") OCCUR, UTILIZING EXISTING STATE OF FLORIDA CONTRACT NO. 973-504-03-01, EFFECTIVE UNTIL MARCH 31, 2004, SUBJECT TO ANY EXTENSIONS OR REPLACEMENT CONTRACTS BY THE STATE OF FLORIDA, IN A TOTAL AMOUNT NOT TO EXCEED $844, 308.55; ALLOCATING FUNDS FROM THE FEDERAL GRANT ENTITLED, " URBAN AREAS SECURITY INITIATIVE GRANT PROGRAM II," PROJECT NO, 110111, ACCOUNT CODE NO. 280910,6.840; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, as the lead agency for Citywide emergency management, the Department of Fire -Rescue needs hardware from International Business Machines Corporation ("IBM") , crisis management software, and other related interoperable communications technology and services to enhance the City of Miami's ("City") command and control operations for Citywide use; and WHEREAS, in the event of a disaster, the proposed portable equipment will improve the City's capability to receive, manage, and disseminate critical information and coordinate Citywide emergency response and recovery activities; and WHEREAS, should a failure or a threat to the primary Emergency Operations Center (" EOC") occur, the IBM portable equipment will allow for the relocation and redeployment in another predetermined location, enhancing the capability to continue to provide service needs Citywide; and WHEREAS, said technology initiative is consistent with the Federal Urban Areas Security Intiative Grant Program II ("UASI II Grant); and WHEREAS, funding is available from UASI II Grant, Project No. 110111, Account Code City of Miami Page 1 of 2 Printed On:12✓31/2003 r ` File Number. 03-0224 Enactment Ntanber: R-03-1214 No. 280910.6.840; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1.The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2.The procurement of computer hardware, software, and other related equipment and services from IBM to enhance the capabilities of the City's emergency management command control, to receive, manage, and disseminate critical information and coordinate Citywide emergency response and recover activities should a failure or threat to the primary EOC occurr, utilizing existing State of Florida Contract No. 973-504-03-1, effective until March 31, 2004, subject to any extensions or replacement contracts by the State of Florida, in a total amount not to exceed $844,308.55, is authorized, with funds allocated from UASI Grant Program II, Project No. 110111, Account Code No. 28091.6.840.. Section 3.This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1 } If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
