RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing an increase in the contract with Motorola, Inc., the sole source provider,
located at 4660 S.W. 168th Avenue, Miami, Florida, 33183 (Miami-Dade/Non-Minority
vendor), pursuant to Resolution No. 02-1187, adopted October 29, 2002, for the
acquisition of eighty (80) Motorola XTS 5000 portable radios with accessories in an
amount not to exceed $279,258, thereby increasing the second contract year amount for
the Department of Fire -Rescue from $334,974.60 to $614,230.60 and the total contract
amount from $845,848_ 10 to $1,125,102.10.
Funds for this increase in the amount Of $279,266 are available from the Federal grant
entitled, "Urban Areas Security Initiative (UASI) Grant Program 11", Project No. 110111,
Account Code No, 280910.6.840,

On October 29, 2002, the City Commission adopted Resolution No. 02-1187 as a sole
source which authorized and approved the purchase of Motorola XTS 5000 portable
radios and Digital Spectra Consolettes base stations with Smartnet Type 11 software and
accessories, and the provision to trade-in existing radios, for the Department of Fire -
Rescue from Motorola, Inc., for an initial one-year term, at an estimated amount not to
exceed $510,871.50, on an as -need contract basis, with the option to renew for one
additional year at an amount not to exceed $334,974,60, for the second contract year, for
a total contract amount not to exceed $845,846,10.
Since its initial award, on July 17, 2003, the City Commission adopted Ordinance No.
12394, authorizing the purchasing of specialized equipment, training, administrative
services and development of the Urban Area Homeland Security Strategy, and other
planning activities of the Urban Areas Security Initiative II ("UASI") Grant 'Program (FY
2003). In accordance with the provision of the grant, the Department of Fire -Rescue
requires eighty (80) Motorola XTS 5000 portable radios and accessories to strengthen the
City's level of readiness in compliance with the UASI Grant Program Nand the Weapons

of Mass Destruction Preparedness Program. In an effort to improve public safety
interoperabllity the proposed telecommunications system would allow the Department of
Fire -Rescue to provide a radio for every firefighter for life safety purposes that allows
effective, efficient, and reliable intra-agency and inter -agency communications. The XTS
Motorola 5000 portable radios and accessories are compatible with federal, state, and
local emergency response organizations to ensure interoperability with other agencies.
Most importantly, the aforementioned equipment 1s Motorola's APCO Project 25 digital
solution approved by The Association of Public Safety COMmunications Officials (APCO)
and is consistent with and funded by the Federal Urban Areas Security (UASI) Grant
Program 11.
