HomeMy WebLinkAboutcover memozw-1d2-3 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM: The Honorable Mayor and Members of the City Commissi Joe i+la Chieinistrator / City Manager DATE: SUBJECT: REFERENCES: ENCLOSURES: February 27, 2004 FILE RFQ #02-03-140, State Lobbying Services RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City to negotiate and execute a professional services agreement with Ronald L. Book, P.A. et al, to provide State Lobbying Services for the Office of the City Manager, for one (1) year, with the option to extend for four (4) additional one (1) year periods, for an annual amount not to exceed four hundred forty thousand dollars ($440,000.00). Funding is available from Account Code No. 001000.920216.6.270 BACKGROUND The City of Miami sought to secure an experienced public sector lobbyist to represent its interests before the Legislative and Executive branches of the State Government, with the purpose of identifying funding sources and influencing the development of legislation that will improve the quality of life for those who live, work, and visit the City of Miami. To address this need, RFQ 02-03-140 was issued and copies were sent to approximately thirty five (35) firms and a copy of the RFQ was posted on the City's website and made available via download. Two (2) Proposals were received and evaluated by the Evaluation Committee. On Friday, January 30, 2004, an Evaluation Committee ("Committee") comprised of Ms. Karen Cooper, Ms. Victoria Guerrero and Mr. Ignacio Ortiz -Petit, all of the City of Miami Office of the Chief Administrator/City Manager, met in a publicly noticed meeting to evaluate the Proposals received pursuant to the RFQ. The Committee evaluated the Proposal based on the evaluation criteria e stablished within the RFQ. :Following discussion and evaluation, the Committee recommended to the Chief Administrator / City Manager that the Proposal from Ronald L. Book, P.A., et. al. be accepted as the top ranked Proponent. Based on the above stated grounds, the City Manager respectfully recommends that the City Commission adopt the attached resolution authorizing the City to negotiate and execute a contract with Ronald L. Book, P.A., et. al. to provide State Lobbying Services for the Office of the City Manager on behalf of the City of Miami. FISCAL IMPACT: None — Budgeted Item
