Below please find for discussion and approval by the City Commission the 2004 state
legislative agenda.
SUPPORT the general proposition that all efforts be pursued in dealings with the State
Legislature, Major League Baseball, and the Florida Marlins in an attempt to secure for
the Florida Marlins a stadium facility within the City of Miami, further authorizing the
City Manager to develop strategies to deal as such.
SUPPORT THE CONTINUED STUDY AND LEGISLATION FILED on the conversion
of Florida's public school feeder systems to charter school feeder systems.
Department of Capital Improvements
1. SUPPORT CONTINUED FUNDING for dredging the federal navigational
channel of the Miami River.
2. SUPPORT ADDITIONAL FUNDING for dredging the n on -federal p ortions o f
the Miami River — the "bank -to -bank" portions.
3. SUPPtRT APPROVAL OF THE FOLLOWING WATER PROJECTS:

Department of Planning and Zoning
1. SUPPORT MODIFICATION OF CHAPTER 333, FLORIDA STATUES
(Airport Zoning) to allow schools in "no school zones" when school site is
located within an urban infill area designated in a local government's
comprehensive plan pursuant to Chapter 163.3164(27), F.S. (or otherwise defined
urban/built-up area).
City of Miami Police Department
1. SUPPORT ENACTMENT OF "RED LIGHT CAMERA" LEGISLATION
enabling the City of Miami to place cameras at traffic intersections for the
purpose of recording the vehicle license plates of vehicles failing to stop for red
lights.
Department of Conferences, Conventions and Public Facilities
1. SUPPORT AMENDMENT OF CHAPTER 288.1162, FLORIDA STATUTES,
PROFESSIONAL SPORTS TAX LEGISLATION, to permit stadiums that host
international soccer games to qualify to receive funds from this revenue source.
2. SUPPORT AMENDMENT OF CHAPTER 212.08(S)(n), FLORIDA STATUTES
to allow any public athletic facility, at which the athletic team of a private or
public university or college is based, to retain sales tax generated by the facility
for renovations.
Department of Purchasing
1. OPPOSE PASSAGE OF HB 1169 (REAGAN) and SB 1724 (BENNETT) a bill
that allows contractors, upon a showing of g ood cause and providing a written
statemt to the subcontractors, to withhold more than the maximum 5% of the
sub -contractor's retainage, but preclude public owners from exercising the same
leverage of withholding more than 5% of the project funds when deemed
appropriate.
Department of Economic Development
1. SUPPORT WATSON ISLAND INFRASTRUCTURE AND IMPROVEMENTS
($6.3 million). Identification of Federal & State appropriations line items for $6.3
million dollars of infrastructure improvements & accompanying lobbying at
Federal and State level to ensure the progression of these projects.
2. SUPPORT FLORIDA EAST COAST CORRIDOR ("FEC Corridor")
INITIATIVES ($50.7 million) Identification of Federal & State appropriations
line items for $50.7 million dollars for a Marketing Study, Transportation Plan,
Financing Plan and Infrastructure improvements, as well as accompanying
lobbying at the Federal and State level to ensure the progression of these projects.
3. SUPPORT EXPANSION OF STATE ENTERPRISE ZONE - Lobbying of the
State Legislature to expand the Miami -Dade County Enterprise Zone to include
all income -eligible, distressed inner-city communities.
4. SUPPORT VIRGINIA KEY BEACH ENVIRONMENTAL
STUDY,REMEDIATION AND CLEAN UP COSTS ($10.5 million)
Appropriation of federal and state monies to fund an environmental assessment
and follow-up remediation/clean-up costs for the city -owned properties.
