Important Note Respondents are requested to submit proposals for each of the Required Components in the SCOPE OF SERVICES. Upon reviewing the proposals the County will be assessing whether to pursue the Optional Components. We reserve the right to pursue any or all of the components in your proposal. F. CONTRACT AWARD CRITERIA The County will evaluate all complete proposals based on, but not limited to, the following criteria: • Proposed system meets RFP requirements • Experience with Web Content Management similar to our requirements • Proposed one-time costs and ongoing annual costs • Thoroughness of proposal and presentation • Ease of use and administration of the system • Proposed maintenance and support plan • Financial state of firm • Customer references Dutchess County reserves the right to reject any and all proposals or parts thereof. WebContentManagmentRFP.doc 8 CSD/TEM OCIS 05/20/03 SCOPE OF SERVICES WebContentManagmentRFP,doc 9 CSD/TEM OCIS 05/20/03 GENERAL INFORMATION The prime contractor is responsible for all the following as related to the implementation of the Web Content Management System. There are Optional Components that the County will consider upon review of the proposals. Respondents must submit proposals for all the Required Components and are encouraged to bid on Optional Components. The County is looking for a solution that will integrate with our current web environment, employs industry -standard technology, and integrates with conventional 3rd-party tools and products in order to create a content management framework that is secure, easy -to - use and easy -to -manage. We prefer a solution that is Web -based, one that does not require that separate software be installed on client PCs; however, we will not disqualify a solution that requires the installation of client software but still satisfies the other requirements set forth in this RFP. ** Important Note ** You are cautioned to review the requirements on the following pages carefully against your software. Misrepresentation of your software may result in your proposal being rejected. The selected software vendor is legally bound to provide all of the system functions that its proposed solution claims to include, as indicated in the Web Content Management Functions - Requirements Checklist. Include a price for each component of the project on the attached DUTCHESS COUNTY WEB CONTENT MANAGEMENT COSTS form. QVjy[EW QF CUBBENT WEAS!TT gNVIRONMENT The configuration of our current web environment includes a 5Mb fiber optic connection to the Internet running through a Check Point NG firewall. Web related servers include a server (2x866 MHz) hosting the current Internet Website; a server running Active Directory; and an SQL 2000 server. All are located behind the firewall in the DMZ. In addition, our current development environment includes Visual Basic .Net and MS FrontPage 2002. Microsoft products such as Word, Excel, and Outlook are the standard software used by staff throughout County government. WebContentManagmentRFP.doc 10 CSD/TEM OCIS 05/20/03 Required Components 1. WEB CONTENT MANAGEMENT SOFTWARE Below is a synopsis of the software components that must be included in the Web Content Management project. Refer to the — WEB CONTENT MANAGEMENT FUNCTIONS - Requirements Checklist at the end of this RFP for specific requirements. Dutchess County is looking to implement a Web Content Management System (CMS) to create and maintain a website that is relevant, current and secure. It is also important that the proposed software fit into our current Microsoft based environment and uses industry -standard technology (as opposed to proprietary technology.) More specifically, we are looking for a package that will integrate with our current development environment, which includes MS Visual Basic .Net and SQL Server 2000, and will interface with Windows 2000 Active Directory to determine valid users in the assignment of content management roles in the workflow process. Developers, designers and contributors must be able to use familiar tools such as HTML, FrontPage, Word and other MS products. The chosen software must also provide for template creation to insure uniformity in the presentation of content; calendaring in order to automate and manage time -sensitive information; versioning and rollback functions; must allow for the creation of workflow standards and procedures for the appropriate routing of web pages throughout the content management lifecycie; include reporting functions to facilitate management of the site and its content; incorporate search features on web content; support "breadcrumb" navigation; and easily import/convert existing Website and content into the new Content Management framework. The RFP respondents must provide functions similar to those described above and in the Requirements Checklist. Complete the Checklist and submit it with your proposal identifying specific functions which your proposed software currently has ("have it") and those that will not be included ("don't have it"). You may also attach comments and concerns regarding the required functions. The County would like the selected product to have all of the features in the Checklist; however not having a feature may not disqualify a proposal. WebContentManagmentRFP.doc 11 CSD/TEM OCIS 05/20/03 Software Licensing and User Roles OCIS understands that different Content Management vendors package their software and licensing in various ways. Some may be based on unlimited site licenses and others based on a combination of pricing by Server and client licenses based on user "roles". There is also the issue of concurrent license count versus total license count. To help vendors size their proposals, a synopsis of our anticipated Web Content Management implementation, including roles assigned to different user groups, is outlined below. While the "User Role" categories we describe may be different than those used in your licensing structure, the role descriptions will help you to convert our role functions to fit your licensing. Your software must be able to handle the types of role functions and responsibilities described below; roles must integrate with security access rights and privileges of users defined in the Windows 2000 Active Directory. Price the Web Content Management System based one (1) Internet Web Server installation. Assume the number of projected users and concurrent usage as outlined below in developing your proposal. The County reserves the right, however, to adjust the number of users after proposals are submitted; this in turn may affect the final pricing. Anticipated User Roles For Web Content Management System Projected # of Users Concurrent Usage Administrator 2 2 This group will be comprised of the OCIS staff that will manage the website. They will have access to all features of the CMS. Primary roles will include product configuration, workflow, and user role security. In considering licensing costs, the people assigned as "Administrators" will also be some of the same people in our "Developers" group as described below. Developer 4 3 These staff will be responsible for designing and developing the website, Examples of functions performed include: creating templates for use by Contributors, setting calendar of events/scheduling, web page version control and publishing. Editors 3 3 The County will designate staff to edit and to perform quality control of the content that was created by "Contributors". Their role is to make corrections in terms of both grammar and content. Many County Departments will have at least one designated staff member to update content for their agency. They will use templates created by the website "Developers". On the WEB CONTENT MANAGEMENT COSTS form give the total one-time cost for all software components in the Required Components column that comprise your Web Content Software solution. Annual maintenance fees, warranty and support information should be broken down by software component. If your product contains the Optional Components listed, complete the one-time cost, annual maintenance, warranty and support information for these components as well. If the components are part of a required component already listed, indicate so. On the section entitled Software Cost and Licensing Breakdown, separate prices for each software product and/or software component listed under Required Components that makes up your proposal. If necessary, use a separate sheet to fully describe the licensing costs. Prices should be based on the numbers given in the section SOFTWARE LICENSING AND USER ROLES. Annual Maintenance and Support for Web Content Management Software Provide us with a written proposal for an Annual Maintenance and Support Contract for all Web Content Management software modules provided. The Annual Fees that are quoted must minimally include the following: • Phone support - minimum Monday -Friday, 9 am - 5 pm (EST) • All new release upgrades • Program fixes Include a copy of your standard maintenance and support contract with your submission. On the attached WEB CONTENT MANAGEMENT COSTS form include the annual maintenance fees. Also include a separate annual maintenance fee for each software component listed, along with the duration of the warranty period and when the annual support contract begins. 2. IMPLEMENTATION SERVICES W ebContentManagmentRFP. doc 13 CSD/TEM OCIS 05/20/03 The selected vendor is responsible for implementation of the proposed system which includes, but is not limited to, the complete on -site installation, configuration and testing of the Web Content Management System software solution. One or more Office of Computer Information Systems (OCIS) technical staff will observe the installation and implementation of the software. The vendor will also instruct and work with OCIS staff in the conversion and/or importing of the current Dutchess County Internet website into the Web Content Management system framework; set up of the initial structure of the CMS site; supply documentation of processes and procedures regarding general CMS site set up and maintenance. It is the sole discretion of the County to decide that the system is fully operational and meets our requirements as outlined in the RFP. Enter the total cost of the Implementation Services under One-time Costs on the WEB CONTENT MANAGEMENT COSTS form This total includes all costs related to the implementation of the proposed solution including, but not limited to, travel and lodging expenses. In the body of your response provide information regarding the implementation services that will be provided. Include: • Estimated number of hours • Hourly rate • Estimated travel expenses (if not included in hourly rate) • Total cost of implementation 3. TRAINING The selected vendor is responsible for providing on -site technical training of selected Office of Computer Information Systems (OCIS) staff. The training should be conducted after the installation of the Content Management System software package. The training should cover all aspects of the software system including, but not limited to, use, maintenance, and support. Enter the total cost of training under One-time Costs on the WEB CONTENT MANAGEMENT COSTS form In the body of your response provide information about the training that will be provided as part of your proposed solution. Include: • Total number of training hours • Hourly rate • Total estimated cost of training 4. OTHER COSTS NOT INCLUDED ABOVE If there are any items, not previously covered, which are necessary to fully implement our Web Content Management project describe them in your written response. The County encourages vendors to submit proposals for any or all of the "Optional" systems. After reviewing the proposals we will decide whether to proceed with some/all of these items. 5. DOCUMENT CONTENT MANAGEMENT SOFTWARE If your product incorporates an integrated Document Content Management solution, please indicate so and give details of how this is accomplished. 6. PERSONALIZATION Personalization is the Web Content Management software's ability to automatically customize Web pages by matching content to the needs and interests of each site visitor. Content customization may be achieved by the visitor entering his/her profile of interest or by an automatic response of the Web server that reacts to a user's clicks. If your product allows for the personalization of content based on a visitor's preferences, please indicate so and give further details.
