HomeMy WebLinkAboutcover memor CITY OF MIAMI, FLORIDA eA- INTER-OFFICE MEMORANDUM TO: DATE: Honorable Mayor and Members Of the sty Comm FROM Joe A Chief inistrator/City Manager SUBJECT: MAR - 5 2004 Purchase of Web Content Management System REFERENCES: ENCLOSURES: FILE RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution approving the procurement of a Web Content Management System (WCMS) from RedDot Solutions Corporation, One Battery Park Plaza 24'h floor, New York, NY 10004, awarded under existing RFP-DCP-12-03 from Dutchess County, New York, at an estimated cost for software, first year of maintenance and training and services of $90,000, with the option to extend product support for four (4) additional one (1) year periods. Yearly maintenance costs are capped at $10,500 for year two with future year increases limited to no more than 5% per year. We are also requesting approval to purchase a development software license and first year maintenance which are not on the Dutchess County RFP at an estimated cost of $18,054 with the option to extend product support for four (4) additional one (1) year periods. Yearly maintenance costs are capped at approximately $2,900 for year two with future year increases limited to no more than 5% per year. Total first year cost of these products is $108,054. Funding is available from the Capital Improvement Project account number 311616 (Technology Infrastructure), other various CIP accounts, and the operating budgets of various user departments. BACKGROUND: The Department of Information Technology wishes to purchase a Web Content Management System, including software and services, from Red Dot Solutions Corporation awarded under existing RFP-DCP- 12-03 from Dutchess County, New York, which expires October 31, 2008. The City occasionally seeks to "piggyback" on other competitively bid governmental contracts and the common understanding of the concept of "piggybacking" on an existing contract implies that the pricing as well as the terms and conditions shall be applicable. This Web Content Management System would empower non -technical employees with the ability to modify web content without the need to know or leam web design languages and / or use complicated web design software. The RedDot CMS solution would allow City departments to update their content areas on the City of Miami Internet and Intranet sites with minimal involvement from the IT Department. Through the enforcement of standards and ensuring that web content and links remain current, a WCMS solution is essential in the maintenance of a professional City website. Furthermore, a CMS solution would allow each department to be responsible for the content on their respective websites through the use of RedDot's workflow feature. In an effort to ensure the fastest implementation of a Content Management System, your approval for the waiving of a competitive process and the approval to execute an agreement is respectfully requested.
