CrimeView® Web, an easy -to -use web -based crime analysis interface accessing your crime report databases in a geographic information system. CrimeView® Web is an intrrnet map server system that allows staff throughout the department to access crime data through the existing internal network (intranet). With one site license, multiple users can simultaneously create maps and reports. CrimeView® Web can be accessed with a browser at any computer on the intranet, eliminating the need for data or mapping software at individual workstations. The easy -to -use analysis tools will help to further develop the crime analysis skills and experience of your department as well as reduce the time required for analysis compared to conventional techniques. This proposal describes the features of CrimeView® Web, including the requirements for installation at the Miami Police Department (MPD), Florida. Specific project goals are presented, along with data requirements and pricing for CrimeView® Web and associated services. CrimeView® Web is a crime analysis interface to ESRI's ArcIMS 4.x. CRIMEVIEW® WEB FEATURES CrimeView" Web includes a number of query, report, and mapping features to help expand and simplify your current crime analysis procedures. A.1. Mapping Versatility Data layers that can be incorporated into CrimeView® Web include ArcView shape files, ArcSDE layers and aerial photos. B. PROJECT GOALS B.1. Multi-user Crime Analysis Capabilities Multi-user crime analysis capabilities will be developed through the installation of the CrimeView® Web package. This will enable staff to access crime query and reporting tools throughout the department over an existing internal network (intranet). B.2. Departmental Crime Analysis Skills and Experience The Omega Group will provide one (1) day of training for two (2) administrators as part of 'CrimeView® Web Proposal p .......................October 3, 2003 the standard package. These administrators will be trained in administration of CrimeView® Web, including adding and removing data layers as well as creating and managing data legends. The Omega Group also recommends that all personnel administrating CrimeView® Web have the Introduction to ArcIMS training in addition to CrimeView® Web training. The GIS interface; easy -to -use analysis tools, and powerful report generator make effective crime analysis simple. Through frequent use of the straightforward interface, the skill and experience of your staff will rapidly improve. C. DATA REQUIREMENTS The MPD's geography and crime data must be in place and available from the current crime mapping GIS application for CrimeView® Web to access in ESRI compatible data layer format(s) ( refer to Section A.5.). D. TRAINING Although CrimeView® Web is a simplified interface to enable quick and cost-effective analysis of crime -specific data, the underlying data structures, capabilities, and characteristics of the software are complex. Therefore, The Omega Group recommends training in ArcView GIS, ArcIMS (both available separately from ESRI), and CrimeView® Web in order for the users to fully benefit from the products. D.1. ArcIMS Training The Omega Group also recommends that all personnel administrating CrimeView® Web have the Introduction to ArcIMS training in addition to CrimeView® Web training. At least one person, preferably the primary system administrator, should have a solid understanding of ArcIMS. The Omega Group requires that at least the system administrator or primary user receive ArcIMS training prior to receiving CrimeView® Web training. ArcIMS training is not available directly from Omega but can be taken from ESRI or from approved ArcIMS training centers. Additional courses are also available from ESRI online (see http://campus.esri.com). D.2. CrimeView® Web Training In order to best utilize the CrimeView® Web application, The Omega Group recommends various levels of training for pertinent MPD staff (watch commanders, officers, and other department staff). The Omega Group will provide CrimeView® Web training for two (2) administrators as part of the standard package. The training includes one (1) day for installation, and one (I) day of extensive training in the use of the CrimeView® Web application. This training will enable administrators to effectively train others on CrimeView® Web. The Omega Group can provide training for other staff members for an additional fee. ,CrimeView® Web Proposal E. INSTALLATION E.1. Software Installation October 3, 2003 The MPD is required to install and register all ESRI software prior to the arrival of The Omega Group's Project Manager on -site. PRICING The following Package does not include ESRI' ArcIMS software, which is required for CrimeView® Web functionality. F.1. CrimeView® Web Package The price of the CrimeView® Web Basic Package is $34,995. This package includes the following products and services: Software: • 1 licensed copy (single CPU) of CrimeView® Web Services: • Project Management • Import Data Sets • CrimeView® Web Installation — one (1) day • CrimeView® Web Training — one (1) day for two (2) administrators • Travel for The Omega Group staff member to provide installation and training (1 person/ 1 trip) • One year of the CrimeView® Web Customer Support Package (see F.3.) F.2. Additional Site Licenses CrimeView® Web , additional CPU F.3. Customer Support Package and Upgrades $5,000 The Customer Support Package begins after the training and installation of the application. This includes toll free technical support, minor software upgrades, and discounts on new software versions for one (1) year. Our technical support phone hours are 8:30 am to 5:30pm PST, Monday through Friday. Where the client permits, remote access will be available during the same hours. Our technical support expectation for the client is to provide at the time of call technical support and service. Pending on the scope of the technical issue, resolution may take time. The Omega Group plans to upgrade approximately once per year. These upgrades will both enhance the usability of the software as well as add additional functionality, especially in the area of analysis tasks. Upgrades can be either minor revisions or new versions with significant changes. Users that maintain a Customer Support Package will be provided with minor software upgrades at no cost and will be able to obtain new software versions at discounted prices. Recommended Client Hardware and Software The Omega Group recommends the following computer specifications for a client system using CrimeViee Web on an intranet: • Pentium processor • 128MB System RAM • CD-ROM drive • 3.5" floppy drive • 4.0 GB hard drive • Microsoft Mouse & 104-key keyboard • 17" Video monitor • Microsoft Windows 2000 or XP G.2.
