HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Qua TO : FROM : The Honorable yor and bers of ty Cission Arriola Manager DATE : SUBJECT: REFERENCES : City Commission Agenda ENCLOSURES: FEB 13 2004 FY 2004-2005 Allocation of HOPWA Funds March 11, 2004 FILE RECOMMENDATION: It is recommended that the City Commission adopt the attached Resolution allocating $12,750,495 of Fiscal Year 2004-2005 Entitlement moneys ($10,715,000) and 28" Year close out funds ($2,035,495) in the Housing Opportunities for Persons With AIDS (HOPWA) funds by specifically allocating $10,179,045 to the Long Term Tenant Based Housing Assistance Program, $950,000 for the Emergency Rental, Mortgage and Utility Assistance Program, $600,000 for Project Based Rental Subsidy/Operations Program, $150,000 for Housing Information, Referral and Advocacy Program, $450,000 for Housing Program Inspections, $100,000 for Technical Assistance and $321,450 to the Department of Community Development for the administration of grant related activities. BACKGROUND: The City of Miami has received notification from the U.S. Department of Housing and Urban Development (U.S. HUD) that the HOPWA entitlement for the Program Year beginning October 1, 2004 and ending September 30, 2005 will be $10,715,000. The Administration has close out funds in the amount of $2,035,495 from the 28th program year. The proposed allocations have been presented to the Housing Committee of the Miami -Dade HIV/AIDS Partnership and to the full membership of the Miami -Dade HIV/AIDS Partnership and both organizations have expressed their support for these recommended allocations: HOPWA Activity Long Term Tenant Based Housing Assistance Program Emergency Rental, Mortgage and Utility Assistance Program Project Based Rental Subsidy/Operations Program Housing Information, Referral and Advocacy Program Housing program Inspections Technical Assistance Dept. of Community Development / Grant Administration Total HOPWA Program Funds Amount $10,179,045 950,000 600,000 150,000 450,000 100,000 321,450 $12,750,495 It is recommended that the City Commission adopt the attached Resolution allocating $12,750,045 of Fiscal Year 2004-2005 HOPWA funds by specifically allocating $10,179,045 to the Long Term Tenant Based Housing Assistance Program, $950,000 for the Emergency Rental, Mortgage and Utility Assistance Program, $600,000 for Project Based Rental Subsidy/Operations Program, $150,000 for Housing Information, Referral and Advocacy Program, $450,000 for Housing program Inspections, $100,000 for Technical Assistance and $321,450 to the Department of Community Development for the administration of grant related activities.
