ENCLOSURES:
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution, with
attachments, authorizing the rollover to the 30th Program Year, commencing on October 1, 2004,
of funds from the closeout of 28th Program Year agreements in the amounts of $805,918 from the
Community Development Block Grant ("CDBG") funds and $2,035,495 in the Housing
Opportunities for Persons with AIDS ("HOPWA") funds, plus $137,390 from the previous
years' allocations of Home Investment Partnerships ("HOME") funds and $77,708 from the
Emergency Shelter Grant ("ESG") program; and authorizing said funds to be made available for
allocation through the 2004-2005 Request for Proposals ("RFP") process.
BACKGROUND:
The Administration has identified the below listed close out amounts under each program. The
Administration recommends that these amounts be made available through the 30''' Year RFP
funding process:

funds and $2,035,495 in the HOPWA funds, plus $137,390 from the previous years' allocations
of HOME funds and $77,708 from the ESG program; and. authorizing said funds to be made
available for allocation through the 2004-2005 RFP process.
The proposed Resolution reallocates funds and does not have a budgetary impact on the
