HomeMy WebLinkAboutR-04-0157City of Miami Legislation Resolution: R-04-0157 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 04-00159 Final Action Date: 3/11/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ROLLOVER OF UNEXPENDED FUNDS FROM THE ACCOUNTS OF PREVIOUSLY APPROVED ACTIVITIES/PROJECTS THAT WERE NOT COMPLETED DURING FISCAL YEAR 2002-2003 THAT ENDED SEPTEMBER 30, 2003, TO THE CURRENT FISCAL YEAR 2003-2004; AUTHORIZING THE ALLOCATION FUNDS IN AN AMOUNT NOT TO EXCEED $2,021,590, TO THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, AN AMOUNT NOT TO EXCEED $140,159 TO THE EMERGENCY SHELTER GRANT PROGRAM; AND AN AMOUNT NOT TO EXCEED $425,000, TO THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO AMEND THE EXISTING AGREEMENTS, WITH SAID AGENCIES. WHEREAS, to improve the internal financial management and reporting systems, particularly as it pertains to the City of Miami's federal grant programs, the Administration has established a process that closes accounts completed at the end of the fiscal year and roll over funds to the next fiscal year for activities/projects not completed; and WHEREAS, it has been determined that the accounts of previously approved activities/projects listed below and identified in the list, attached and incorporated, must be rolled over to the current Fiscal Year to ensure the availability of funds to complete previously approved activities/projects; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The rollover of unexpended funds from accounts previously approved for activities/projects, that were not completed during Fiscal Year 2002-2003 that ended September 30, 2003, to the current Fiscal Year 2003-2004, is authorized. Section 3. The allocation of funds, in an amount not to exceed $2,021,590, to the Community Development Block Grant Program, an amount not to exceed $140,159, to the Emergency Shelter Grant Program and an amount not to exceed $425,000, to the Housing Opportunities for Persons With Aids Program, is authorized. Section 4. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
