RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the rollover to the current Fiscal Year (FY'2003-2004) unexpended funds from the
accounts of previously approved activities / projects that were not completed during FY'2002-
2003 ended September 30, 2003; under the Community Development Block Grant (CDBG) the
amount of $2,021,590; under the Emergency Shelter Grant (ESG) the amount of $140,159; and
under the Housing Opportunities for Persons with AIDS (HOPWA) the amount of $425,000; and
further authorizing the City Manager to amend the existing agreements, with said agencies for
said purposes.
BACKGROUND:
The City of Miami Department of Community Development, in an effort to improve its internal
financial management and reporting systems as pertains to the City's federal grant programs, has
established a process that closes accounts that have been completed at the end of the fiscal year
and rolls over funds to the next fiscal year for activities that have not been completed.
It has been determined that the accounts of previously approved activities / projects listed below
and identified in the attachment must be rolled over to the current Fiscal Year to ensure the
availability of funds to complete previously approved activities:

Total ESG Funds to be Rolled Over $ 140,159
Total HOPWA Funds to be Rolled Over $ 425,000
It is recommended that the City Commission adopt the attached Resolution authorizing the

The prpposed Resolution does not have a budgetary impact on the General Fund.
