HomeMy WebLinkAboutR-04-0154City of Miami Legislation Resolution: R-04-0154 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 04-00168 Final Action Date: 3/11/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ALLOCATION OF EMERGENCY SHELTER GRANT ("ESG") FUNDS FOR FISCAL YEAR 2004-2005, IN AN AMOUNT NOT TO EXCEED $359,503, TO THE CITY OF MIAMI ("CITY") HOMELESS PROGRAM, AND AN AMOUNT NOT TO EXCEED $11,119, TO THE DEPARTMENT OF COMMUNITY DEVELOPMENT, FOR THE ADMINISTRATION OF GRANT -RELATED ACTIVITIES, FOR A TOTAL ALLOCATION AMOUNT NOT TO EXCEED $370,622, DIRECTING THE CITY MANAGER TO SUBMIT A MULTI -YEAR WAIVER REQUEST TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO INCREASE THE PERCENTAGE OF ESG FUNDS THAT CAN BE USED FOR DIRECT SERVICES. WHEREAS, the City of Miami ("City") has received notification from the United States Department of Housing and Urban Development ("U.S. HUD") that the Emergency Shelter Grant ("ESG") entitlement will be $370,622, for Program Year October 1, 2004 through September 30, 2005; and WHEREAS, historically, the City Commission has allocated its ESG funds to support the operation of the City's Homeless Program, which provides outreach and referral services to the chronically homeless; and WHEREAS, the program guidelines of the ESG Program limit the amount of funds that can be dedicated for direct services to 30% of the entitlement grant allocation; and WHEREAS, as a result of the local sales tax dedicated to homeless programs, the need for shelter care is met through this source, and the need in South Florida is to provide support services to complement the continuum of care strategy's needed services; and WHEREAS, in the Program Year beginning October 1, 2001, the City was granted an increase in the 30% direct services cap by U.S. HUD; and WHEREAS, the City will face a similar situation in the next Program Year beginning October 1, 2004, and will again need to request a waiver from U.S. HUD to enable the City's Homeless Program to operate as an outreach and referral program to the chronically homeless; and WHEREAS, federal regulations authorize 3% of the grant to be utilized for administrative costs to manage grant related activities; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File Id: 04-00168 (Version: 21 Printed On: 9/1/2016 File Number: 04-00168 Enactment Number: R-04-0154 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of Emergency Shelter Grant funds for Fiscal Year 2004-2005, in an amount not to exceed $370,622, are as follows: Emergency Shelter Grant Activity City of Miami Homeless Program Department of Community Development/ Grant Administration Amount 359,503 11.119 Total ESG Program Funds $ 370,622 Section 3. The City Manager is directed to submit a multi -year waiver request to U.S. HUD to increase the percentage of Emergency Shelter Grant funds that can be used for direct services. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor {1}. Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
