HomeMy WebLinkAboutSubstitute MemoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : DATE : Honorable Mayor and M/eribers of they Commissigt% / / SUBJECT : FROM : REFERENCES: Joe ola ENCLOSURES: C dministrator/City Manager FILE : Substitute CA-10 - Cultural & Recreational Centers for the Little Area in District 5 RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution that will amend Resolution No. 02-144 and 03-089 to change the limit for professional architectural services costs from $600,000 and $300,000, respectively, to an amount not to exceed $2.25 million, related to the development of the Cultural and Recreational Centers in the Little Haiti area. CIP will make every attempt to adhere to the 12% cap for professional architectural services costs as recommended by the Homeland Defense/Neighborhood Improvement Bond Oversight Board. The Cultural Center will consist of, but is not limited to, a community building, black box theater, public library, courtyard, parking lots, and improvements to the pedestrian area of the right-of-way on NE 2nd Avenue between NE 59th Street and NE 59th Terrace. The Recreational Center will consist of, but is not limited to, a soccer field facility, recreation building, fixed bleachers, vita course, domino/game park shelters, and a parking lot. Although the master consultant for this project is Zyscovich, Inc., various sub -consultants will be used, including PHS Engineering Corp. for site civil engineering, Pauley, NA for the Caribbean Marketplace, and others as deemed appropriate. BACKGROUND Resolution No. 02-144, passed on February 14th, 2002, approved the list of firms to provide professional professional services, and authorized the City Manager to negotiate and execute Professional Service Agreements ("PSA") with each firm. On June 24, 2002, the City entered into a PSA with Zyscovich, Inc. for architectural services. The term of the PSA is three years. Pursuant to Attachment "A" of Resolution No. 02-144 and the PSA, Zyscovich, Inc. professional services cannot exceed $600,000 for all work under the PSA. In accordance to typical industry standards, the cost of Zyscovich, Inc. professional services will be limited to 12 percent of the construction estimate. Resolution 03-089, passed on January 23rd, 2003, authorized the City Manager's engagement of Zyscovich, Inc. to provide professional architectural services related to the cultural component at (or adjacent to) the Carribean Marketplace and a Master Plan for the Black Box Theater in District 5. After both resolutions were passed the properties needed for the development of the Cultural Center were identified and purchased. These properties are located adjacent and close to the Caribbean Marketplace. Additional analysis of the Caribbean Marketplace revealed that the design and construction of the building did not meet current code requirements. Instead of preparing a Master Plan for the black box theater, Zyscovich was directed by the City Manager to prepare a Master Plan for the cultural center. Based on the desires of the community, the cultural center will consist primarily of a community building, black box aJ / theater, public library, courtyard, and parking lots. In the spirit of moving the projects forward, one master architectural firm (Zyscovich, Inc.) will be used. Curtis and Rogers Design Studio has completed the Master Plan for the recreation center that will consist of, but is not limited to, a soccer field facility and a recreation building. The Administration has determined that it will be advantageous to engage Zyscovich, Inc. for the development of the recreation center. Negotiation for the cost of professional services, which includes design development, bidding and construction documents, and construction administration consulting services, is necessary to ensure the City receives equitable proposals for the cultural and recreational center projects. Funds are available from Capital Improvements Project No. 331412 to cover the cost of professional services that should not exceed 12% of the construction estimate.
