A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS
(4/STHS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING,
RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING
OF A SOLE SOURCE, WAIVING THE REQUIREMENTS FOR COMPETITIVE
SEALED BIDDING PROCEDURES, AND APPROVING THE PURCHASE OF THE
OMNITRAK LATENT STATION, FROM PRINTRAK, A MOTOROLA COMPANY,
FOR THE DEPARTMENT OF POLICE, AT AN AMOUNT NOT TO EXCEED
$110,000, ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NOS. 690001, 690002 AND 690003, APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE UNITED STATES DEPARTMENT
OF JUSTICE AND TREASURY'S, "GUIDE TO EQUITABLE SHARING," AND
FLORIDA STATE STATUTE, CHAPTER 932.7055, AS AMENDED.
WHEREAS, the United States Department of Justice and Treasury's "Guide to Equitable
Sharing" and Florida Statute, Section 932.7055, authorized the expenditure of forfeiture cash or
proceeds for certain law enforcement purposes not considered normal operating expenses; and
WHEREAS, Pursuant to Resolution No. 96-627, adopted September 12, 1996, the
Department of Police ("Department") was authorized to purchase the Automated Fingerprint
System (AFIS) from Printrak, A Motorola Company ("Printrak") under a sole source designation
due to the proprietary nature of the hardware and software design; and
WHEREAS, AFIS stores fingerprints in a computer readable format, which allows for rapid
identification; and
WHEREAS, this system allows the Department to interface with Miami -Dade County ("County")
and Florida Department of Law Enforcement's fingerprint and criminal databases; and
WHEREAS, Printrak has replaced the AFIS model Printrak Series 2000 currently used by the
Department with the Omnitrak Latent Station ("Omnitrak"); and
WHEREAS, the Omnitrak is designed for latent print input and review of fingerprint and
palmprint search results; and
WHEREAS, the Miami -Dade County has already switched to the Omnitrak, and thus the
Department, which utilizes this database does not currently have the capability to search
palmprints; and
WHEREAS, latent palmprints of value have a ratio of 48% of all latents lifted at a crime scene

making it imperative that the Department purchase the Omnitrak immediately; and
WHEREAS, the Chief Procurement Officer has adopted a finding that Printrak is the sole
source provider of the Omnitrak; and
WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted
as the findings of the City Manager; and
WHEREAS, the City Manager and the Chief Procurement Officer recommend that the
requirements for competitive formal sealed bids be waived and the purchase of the Omnitrak, from
Printrak, as the sole source be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City
Manager's finding of a sole source, waiving the competitive sealed bidding procedures and
approving the purchase of the Omnitrak Latent Station ("Omnitrak") for the Department from
Printrak, A Motorola Company, sole provider of the Omnitrak is ratified, approved and confirmed,
in an amount not to exceed $110,000, with funds allocated from the Law Enforcement Trust Fund,
Project Nos. 690001, 690002 and 690003, approved by the Chief of Police as complying with the
U.S. Department of Justice and Treasury's "Guide to Equitable Sharing," and Florida State Statute,
Chapter 932.7055, as amended.
Section 3. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
