Dear Mr. Martin:
Printrak, A Motorola Company, (Printrak) respectfully presents Miami Police
Department (MPD) with the following budgetary quotation for an Omnitrak Latent
Station to encode latent palmprints and submit searches against the Miami Dade
Palmprint AFIS.
Printrak has provided detailed descriptions of the proposed equipment, software, and
maintenance plans as attachments to this document.

Assumptions
In developing this proposal, Printrak has made the following assumptions:
The Miami PD will only use the proposed Omnitrak Latent Station for submitting
latent palin prints against the Miami Dade Omnitrak Palmprint database. It will not be
used for encoding fingerprint latents and initiating searches against the AFIS 2000
database.
All communication hardware and software is the responsibility of either the MPD
and/or Miami Dade Sheriff's Department. This includes but is not limited to the
following:
Wide Area Network routers and modems
Ethernet hub(s) to connect the station to the network
SMTP servers

Terms and Conditions
Quoted pricing includes the following services:
❖ Shipping FOB Anaheim (Freight Prepaid).
•:• Upon completion of a Technical Document Package' that has been co -signed by MPD
and Printrak, the Printrak Project Manager will release a delivery schedule.
❖ Equipment installation and integration testing.
•:• User documentation and on -site workstation operator training.
• Warranty as specified in the attached Product Agreement, which includes preventive
and remedial hardware and software support, and telephone support during the
warranty period.
Additional engineering effort by Printrak beyond the scope of the standard product will
be quoted at a firm fixed price based on our current service rates in effect at the time of
the change, plus any related travel or administrative expenses. Assistance with training
and questions for the agency's database or any programming, scripting, or review of
programs beyond work quoted above are excluded from this offer. Printrak assumes that
organizations requesting these utilities have advanced programming expertise and will
assume all responsibility for the deployment and support of the final application.
Upon expiration of warranty for the above equipment, Standard Maintenance for the base
proposal for the first year will be available for $14,400, and is renewable annually
thereafter at then current rates and in accordance with Motorola Maintenance and Support
Agreement, The Standard Maintenance support (8 to 5 Monday through Friday with
remote phone support and on -site response) includes regular preventive maintenance,
repair or replacement of failed parts, and software maintenance.
Printrak appreciates the opportunity to present this proposal, which will be valid through
1 November 2003, after which availability and prices are subject to change. Product
purchase will be governed by the Printrak Product Agreement, a copy of which is
attached for your convenience. Firm delivery schedules will be provided and
development will continence after MPD and Printrak have signed the finalized
Requirements Document. Prices are exclusive of any and all state, or local taxes, or other
fees or levies. Customer payments are due to Printrak within twenty days after receipt of
invoice. No subsequent Purchase Order can override such terms. Nothing additional shall
be binding upon Printrak unless a subsequent agreement is signed by both parties.
'Technical Document Package includes the Requirements Document. Inasmuch as the proposal and Requirements
Document conflict, the Requirements Document shall govern. Any changes in configuration, performance, assumptions
as listed herein, or the functionality from that described in the Proposal may impact both price and schedule offered by
Printrak. If applicable, additional documents, e.g., Interface Control Document(s), Factory Acceptance Test (FAT), Site
Acceptance Test (SAT), etc., will be assumed approved if there is no response from the Customer within two (2) weeks
of submission for review and approval.

Detailed Equipment Descriptions
Omnitrak Latent Station
The Latent Station is designed for latent print input, and review of fingerprint and
palmprint search results. Please note that the paragraphs below describe the full
functionality of the Omnitrak Latent Station, the station delivered for the Miami PD will
only allow the encoding of palmprint latents and the searching of the Miami Dade
Omnitrak palmprint AFIS.
Latent Entry Capabilities
The workstation is designed to provide highly user-friendly latent entry and search
review capabilities. Latent prints may be captured using a latent camera, or imported
from another application. The workstation operator enters and encodes minutiae on latent
prints and initiates comparison of a latent print to an existing tenprint, or unsolved latent
record file.
The workstation includes features such as side -by -side zoom, and on -screen controls for
contrast, brightness,..and other image enhancements. On -screen response is fast, and
individual areas of the print can easily be expanded and/or adjusted. Such improved
encoding tools make previously unidentifiable minutiae visible and assist latent
examiners in print encoding. More accurate and complete minutiae identification means
more accurate searching for every latent print, thereby increasing the number of hits.
Finally, a graphic chart of matching minutiae can be produced on -screen and in hard copy
form.
The workstation allows access to a server latent case relational database,which stores
AFTS quality latents, other images, and crime information. This case management tools
allow a latent operator to manage his or her latent case information.
Search Results Review Capabilities
The workstation provides access to the Omnitrak Server subsystem, allowing properly -
privileged users to review fingerprint and palmprint search results. All search results
information is stored centrally, reducing network traffic. The user accesses the data via a
supported web browser. Prints are presented side -by -side, and the operator may scroll
through the candidate list to view the prints of possible candidates. The user then
indicates his or her hit/no-hit determination(s).
Additional features include charting, or the capability to indicate points of similarity on
two prints, and match analysis, or the capability to see how modifications to the original
data (e.g., re -encoding of the minutiae) can affect search results are available.

Optional Color Video Printer
Printrak uses color video printers to support both color and grayscale output of tenprint
and latent screens from all workstations. These Dye Sublimation Printers are networked
using Windows NT drivers. Display images of up to 1.4 million colors are routed from
the workstation(s) to the printer, where they are printed on high-grade photographic paper
at 300-dpi resolution or on My1ar transparency sheets for court display. Although the
printer is capable of printing up to 16.7 million colors, it can easily produce lower -cost
grayscale images as requested. Each color printout requires three minutes to complete.
Print samples are available upon request, as is additional information on these printers.
