RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and the City Commission adopt
the attached to create a new Special Revenue Fund and to appropriate and
expend funds not to exceed $251,071.00, for one year, from the United States
Department of Housing and Urban Development through the Miami -Dade County
Homeless Trust. This funding is designated for outreach, assessment, information and
referral services to the homeless in all the neighborhoods of the city.
BACKGROUND
In March 2003, U.S. HUD announced the issuance of a Notice of Funding Availability
(NOFA) request for proposal with three major components. One of them, the Supportive
Housing Program (SHP) provided funds to develop housing and services for homeless
persons. The application Process was competitive and called for local communities to
develop community -wide consolidated applications.
To e nhance t he q uality of M iami-Dade C ounty's application t o U .S. HUD, a w orking
group comprised of homeless providers (including the City of Miami's Homeless
Programs), Miami-Dade's Homeless Trust Staff and homeless/formerly homeless persons
was formed to assist in the preparation of the central parts of the application. All of the
housing and services are consistent with the Miami -Dade County Community Homeless
Plan, the County's Master Social Service Plan, and Dade County's Continuum of Care
System of Services for addressing homelessness.
On December 20th, 2003, U.S. HUD announced that Miami -Dade County was awarded
$15,434,168. Some of the services that are funded by this grant award include
transitional housing, employment training/placement, vocational education, legal services
and coordinated case management. The City of Miami Homeless Assistance Program
(MHAP) was allocated $251,071.00 to provide outreach, assessment, information,
referral and placement services for one year with this funding.
