With Department of Off -Street Parking

RECOMMENDATION:
The administration recommends that the Miami City Commission adopt the attached Resolution
authorizing the City Manager to execute an amendment, in substantially the attached form, to the
operating agreement with the Department of Offstreet Parking ("DOSP"), dated August 8, 2002,
to provide for DOSP's use of $200,000 in additional grant funds received by the City and
$50,000 from City of Miami Capital Improvement Funds, Project 311047, for the design and
construction of the boat ramp parking and ancillary facilities (collectively "Parking Facilities") to
be Iocated on Watson Island, subject to DOSP's compliance with certain terms and conditions
related to the use of said funds.
BACKGROUND:
The City entered into an agreement with the DOSP, dated August 8, 2002, for the design,
construction, financing, operation, maintenance and management of two parking facilities on
Watson Island. One parking facility will be in the boat ramp area and the other will be located on
the south side of the island, which parking facility will accommodate the parking for the Miami
Children's Museum, Aviation and Visitors Center and overflow parking for Parrot Jungle Island.
The City and DOSP subsequently entered into an Amended and Restated Operating Agreement,
dated September 9, 2003, which agreement provided for the use by DOSP of $150,000 in Florida
Inland Navigation District grant funds received by the City for design and construction of the
Parking Facilities.
The proposed amendment provides for DOSP's use of additional grant funds in the amount of
$200,000 received from the Florida Department of Environmental Protection, Land and Water
Conservation Fund Program and $50,000 from City of Miami Capital Improvement Funds,
Project 311047, for design and construction of the Parking Facilities. More specifically, these
funds will be used to construct a baywalk in the boat ramp area and public restroom facility that
will be shared by users of both the boat ramp area and the Japanese Garden. DOSP's use of these
funds shall be subject to their compliance with certain terms and conditions as more fully set
forth in the amended agreement. On February 11, 2004, DOSP's Board of Directors approved
