A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE REPLACEMENT OF THE UNISYS NX5800 MAINFRAME,
WITH A UNISYS LIBRA 520, RELATED PERIPHERAL HARDWARE, SYSTEMS
SOFTWARE SUBSCRIPTIONS AND LICENSES, ASSOCIATED SERVICES,
SUPPORT AND MAINTENANCE, UPGRADE OF COMPUTER ROOM
ENVIRONMENTALS, AND UPGRADE OF TAPE STORAGE SUBSYSTEM,
THROUGH A LEASE PURCHASE AGREEMENT WITH UNISYS LEASING
CORPORATION, UTILIZING STATE OF FLORIDA CONTRACT 250-000-03-1,
EFFECTIVE THROUGH JULY 31, 2005, INCLUDING ALL EXTENSIONS AND
REPLACEMENT CONTRACTS BY THE STATE, AT AN ESTIMATED FIRST YEAR
COST NOT TO EXCEED $677,896.96, WITH A TOTAL FIVE (5) YEAR COST NOT
TO EXCEED $3,389,484.80; AND CONTINUING INTERIM SOFTWARE,
SUBSCRIPTIONS AND SUPPORT OF THE EXISTING UNISYS NX5800 AND
RELATED PERIPHERAL HARDWARE UNTIL THE NEW HARDWARE PLATFORM
IS OPERATIONAL, FROM THE UNISYS CORPORATION UTILIZING STATE OF
FLORIDA CONTRACT 250-000-03-1, EFFECTIVE THROUGH JULY 31, 2005,
INCLUDING ALL EXTENSIONS AND REPLACEMENT CONTRACTS BY THE
STATE, AT A MONTHLY COST NOT TO EXCEED $43,160, WITH A TOTAL
CONTRACT COST NOT TO EXCEED $172,640; ALLOCATING FUNDS FROM THE
GENERAL FUND ACCOUNT CODE NO. 001000.460101.6.670, CAPITAL
PROJECTS ACCOUNTS OR INFORMATION TECHNOLOGY
STRATEGIC FUNDS.
WHEREAS, the Unisys NX5800 Clearpath mainframe is the City of Miami's ("City") current
computing platform utilized to support a vast majority of the City's mission critical applications such as
Police Dispatch, Fire Dispatch, Payroll and Accounts Receivable; and
WHEREAS, the original purchase of this equipment along with prepaid surety and warranty
support services was authorized under Resolution No. 98-769 and expired on January 31, 2004; and
WHEREAS, the current Unisys NX5800 Clearpath mainframe is outdated and is no longer
positioned to support the changing needs of the City; and
WHEREAS, the new Libra -based platform will provide the City with a more powerful, more flexible
computing infrastructure from which to leverage evolving technologies for continued growth and its
replacement will result in significant cost savings for the City when compared to the continued
maintenance of the existing platform; and
WHEREAS, the City Manager and the Chief Information Officer recommend the City replace the
Unisys NX5800 mainframe with a Unisys Libra 520, related peripheral hardware, systems software
subscriptions and licenses, associated services, support and ongoing maintenance for said
equipment; upgrade of computer room environmentals; upgrade of tape storage subsystem through a

lease purchase agreement with Unisys Leasing Corporation
("Unisys") utilizing State of Florida contract 250-000-03-1 effective through July 31, 2005 and any
replacement contract by the State, be approved; and
WHEREAS, funding for the Unisys Libra 520 is available at an estimated first year cost not to
exceed $677,896.96, with a total five year cost not to exceed $3,389,484.80, and allocated from
General Fund Account Code No. 001000.460101.6.670, Capital Projects Accounts or Information
Technology Strategic Funds; and
WHEREAS, the City Manager and the Chief Information Officer recommend the City continue to
obtain interim software, subscriptions and support of the existing Unisys NX5800 and related
peripheral hardware until the new hardware platform is operational, from Unisys utilizing State of
Florida contract 250-000-03-1 effective through July 31, 2005 and any replacement contract, be
approved; and
WHEREAS, funding is available for the interim support at an estimated monthly cost of $43,160,
at a total cost not to exceed $172,640 and allocated from General Fund Account Code No.
001000.460101.6.670, Capital Projects Accounts or Information Technology Strategic Funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The replacement of the Unisys NX5800 mainframe with a Unisys Libra 520, related
peripheral hardware, systems software subscriptions and licenses, associated services, support and
ongoing maintenance for said equipment; upgrade of computer room environmentals and upgrade of
tape storage subsystem from Unisys utilizing State of Florida contract 250-000-03-1 effective through
July 31, 2005 and any replacement contract by the State, at a first year amount not to exceed
$677,896.96, with a total five year cost not to exceed $3,389,484.80, is approved, with funds
allocated from General Fund Account Code 001000.460101.6.670, Capital Projects Accounts or
Information Technology Strategic Funds.
Section 3. The continued interim software, subscriptions and support of the existing Unisys
NX5800 and related peripheral hardware until the new hardware platform is operational, from Unisys
utilizing State of Florida contract 250-000-03-1 effective through July 31, 2005 and any replacement
contract, at a monthly amount not to exceed $43,160 and a total contract cost not to exceed
$172,640, is approved, with funds allocated from General Fund Account Code No.
001000.460101.6.670, Capital Projects Accounts or Information Technology Strategic Funds
Section 4. This Resolution shall become effective immediately upon adoption and signature of the
Mayor.{1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
