HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM: The Honorable Mayor and Members of the City Commis ii Joe A a Chief inistrator/City Manager DATE: SUBJECT: REFERENCES: ENCLOSURES: MAR - 3 2004 Resolution for the Replacement NX5800 Mainframe with Libra 520 FILE JtECOMVMMENDATION: It is respectfully recommended that the City Commission approve the attached resolution authorizing the replacement of the Unisys NX5800 mainframe with a Unisys Libra 520, related peripheral hardware, system software subscriptions and licenses, associated services, support and ongoing maintenance for said equipment; upgrade of computer room environmentals; and upgrade of tape storage subsystems through a lease purchase agreement with Unisys Leasing Corporation (non-local/non-minority) 1511 North Westshore Blvd. Suite 400 Tampa, FL 33607, pursuant to State of Florida Contract No. 250-000-03-1, effective through July 31, 2005, at an estimated first year cost not to exceed $677,896.96 with a total five year cost not to exceed $3,389,484.80, Additionally, it is recommended to continue, on an interim basis, the software, subscriptions and support of the existing NX5800 and related peripheral hardware until the new hardware platform Is operational from Unisys Corporation (non-local/non-minority) 5201 Blue Lagoon Drive Suite 340 Miami, FL 33126 pursuant to State of Florida Contract No. 250-000-03-1, effective through July 31, 2005, at a monthly cost of $43,160, not to exceed $172,640. Funds are hereby allocated from General Fund Account Code No, 001000.460101.6.670, Capital Projects Accounts or IT Strategic Funds. BACKGROUND: The City of Miami's NX5800 Clearpath mainframe is the City's current computing platform utilized to support a vast majority of the City's mission critical applications; such as, Police Dispatch, Fire Dispatch, Payroll, and Accounts Receivable, The original purchase of this equipment, along with five years of prepaid surety and warranty support services, was authorized under City of Miami Resolution No. 98-769, passed and adopted by the City Commission on July 21 1998. The current prepaid surety and warranty support agreement for the NX5800 Clearpath expired an January 31, 2004. The current NX5800 mainframe is outdated and no longer positioned to support the changing needs of the City; whereas, the new Libra based platform will provide the City with a more powerful, more flexible computing infrastructure from which to leverage evolving technologies for continued growth. Additionally, replacing the existing mainframe with the Libra 520 platform results in significant cost savings for the City when compared to the continued maintenance of the existing platform. Tt has been determined that it is not cost effective to competitively bid for the purchase of this equipment and related services due to the proprietary nature of the Unisys equipment and the extensive investment the City currently has in applications which only run on this environment. The cost savings from this project over the next 5 years is projected to be approximately $4 million. For these reasons, the City Manager recommends that the City of Miami replace its existing mainframe platform with the proposed Unisys Libra 520 equipment.
