Discussion concerning amendments to the Historic and Environmental
Preservation Board Ordinance to provide for an archeological staff
member or consultant to assist the Board, to add paleontological sites to
historic surveys, and to enact certain "housekeeping" measures.
Recent amendments to Miami -Dade County's Historic Preservation
Ordinance have implications for the City of Miami and therefore require
action by the City Commission. The County's amendments specify that
in order to retain jurisdiction over archeological properties within the City,
and not lose such jurisdiction to the County, the City must by March 11,
2004, enact an ordinance, which expressly retains jurisdiction over
archeological properties. The amendment to the City's Historic
Preservation Ordinance, which is a companion item to this one,
expressly retains jurisdiction over archeological sites.
In addition, the City must commit sufficient personnel or consultants to
enforce archeological regulations. This amendment commits the City to
hiring an archeological staff member or consultant.
This will have a direct fiscal impact on the City of at least $50,000 for
each fiscal year, as the Planning and Zoning Department does not have
an archeologist on staff and would have to either hire a staff person or
retain a consultant. In anticipation of this requirement, the Planning and
Zoning Department included $50,000 in its 2003-2004 budget for an
archeological consultant.
The amendment also includes several "housekeeping" items. These
include the addition of paleontological sites on historic surveys, as
required by the County, and a correction of department names.
The Preservation Officer recommends that the Board recommend to the
City Commission adoption of the proposed amendments to Chapter 62,
Article VII, of the Miami City Code.
