RECOMMENDATION
It is respectfully requested that the City Commission approve the attached emergency ordinance
amending Capital Projects Appropriations Ordinance No. 12451, adopted on November 25, 2003, by
increasing appropriations for Bicentennial Park Improvements, CIP No. 331418.
BACKGROUND
City consultants have concluded an evaluation of the bid submittals for the construction of phase I of
the Bicentennial Park Shoreline Stabilization (seawall) Project. Although the costs are higher than
originally anticipated, upon further analysis, the consultants determined that the low bid reflects
current industry prices and recommended awarding the contract to the lowest bidder.
The CIP Dept. proceeded to direct the consultant to meet with the contractor and facilitated a meeting
to identify opportunities to reduce the cost of the project without compromising structural integrity
and service life of the seawall. It is estimated that as a result of the value -engineering exercise, the
construction costs might be reduced by over $300,000.
Although the Homeland Defense/Neighborhood Improvement Bond Program earmarked $10 million
for the Bicentennial Park Improvements Project, only $5 million are available from the first series
issuance. The balance will become available as soon as the next series of Bonds is issued. With
appropriated funds totaling nearly $5.9 million including a FIND grant and other sources, the
estimated funding gap (after value -engineering) is estimated at $1.65 million.
To close the funding gap, the Administration proposes reprogramming $1.2 million of General Fund
Contribution available in CIP No. 311613 and appropriating $670,000 from Citywide projects
available from the unallocated Homeland Defense Bonds.
The attached Ordinance seeks to appropriate the $1,870,000 into CIP No. 331418, Bicentennial Park
Improvements, in order to proceed with the shoreline stabilization project.
