Resolution Approving the
Procurement of Professional
Consulting Services' from URS
RECOMMENDATION: .
The administration,respectfully recommends the adoption of the attached resolution authorizing the City
Manager to piggyback on an existing City of Miami Beach contract procured pursuant to Request for
Qualifications (RFQ) No'. 111-99/00 for program management services to manage construction projects '
for facilities and parks. In recognition of the fact that municipal capital programs ,are cyclical in nature
and that adding City 'staff is not in the best long term interests of the City, the administration is requesting
to partner with industry to advance the delivery of the City's aggressive capital plan. Using the existing
City of M iami Beach contract, URS will provide the City much needed consulting including, but not
limited to:
❖ Administering the design and construction contracts in accordance with City of Miami
procedures and for complete coordination of all design efforts and construction.
❖ Documentation and control of documents to effect timely performance by all entities, support
for defenseof claims and litigation and response to public records requests.
❖ Professional support in areas such as (but not limited to) contract scoping, plan reviews,
evaluation of completeness of submittals, payment submittals, etc., as would be typical for
management of any Program of this magnitude.
The provider, URS has an extensive track record in this area of vertical construction that also includes the
delivery of Program Management services to the Broward County Aviation Department (BCAD).
Pursuant to the requirements of Sect. 18-111 of the City Code, the Chief Procurement Officer has
rendered a determination that the City of Miami Beach Contract procured pursuant to RFQ No. 111-99/00
was entered into pursuant to competitive process in compliance with City laws, policies, and procedures.
A copy of the Chief Procurement Officer's memorandum stating his finding is attached for your records.
FUNDING:
Funding for the recommended general consultant engineering consultant services is available in Account
No. 341330.
