Original AEP 141 Projects
Project: Terminal 4 Redesign
The redesign of Terminal 4 will include two concourses providing a total of 18 aircraft gate
positions. PROGRAM MANAGER will manage an architectural team to accomplish this work. It
is also intended that the architecture team will first create an "Image" for the Ft. Lauderdale -
Hollywood International terminal considering all of the elements of AEP III. Once various
"Images" have been prepared, a selected "Image" will be carried forward for the South Terminal
design development. This work effort will be followed by an initial phase expanding current FIS
inspection facilities. Construction documents will only be prepared for the first phase.
Project: Airport Roadway Exit System
New exit roadways will be designed and built. The roadways will provide complete separation
of enplaning (upper level) and deplaning (lower level) traffic. A separate curb side roadway will
be designed along Terminal 4 so the traffic from terminals 1, 2 and 3 can bypass terminal 4 curb
side roadway system.
Traffic analysis will be performed considering the multitude of exiting decisions needed in
accordance with best engineering practices and considering the physical constraints of the
various existing and planned facilities. It is required that an interim exiting scheme be in place
at the time of substantial completion of the RAC.
PROGRAM MANAGER will manage a traffic and roadway engineering team to accomplish the
above. It is assumed that a design/build procurement method will be utilized for this work. As
such, the designers will prepare preliminary engineering documents only in sufficient detail to
depict the intent of the design (Le. functional layout, number of lanes vertical profiles) to allow
design/build teams to price out the work using their preferred means and methods.
Performance requirements will be specified in the bid documents.
Protect: Automated People Mover System and Intermodal Center
PROGRAM MANAGER will manage a team of consultants to perform a Project Development
and Environmental (PD&E) document for an Automated People Mover System and Intermodal
Center. This document will follow the Florida Department of Highways (FDOT), Federal
Highway Administration (FHWA), Federal Transit Administration (FTA) and the Federal Aviation
Administration (FAA) requirements to allow BCAD maximum flexibility for securing Federal
funding.
The PROGRAM MANAGER will also interface this work effort with other regional transit and
construction projects including the Port Everglades Master Plan, Tri-Rail's Master Plan,
Broward County's 2025 Long Range Transportation Plan, and the East-West premium transit
corridor Alternatives Analysis being undertaken by FDOT.
Additional tasks are needed to build on the planning efforts initiated by LFA for the Intermodal
Center (IMC). Additional planning is needed in the following areas:
1. Baggage Handling - Physical facility requirements based on recommended, baggage

system:
• To and from the IMC and the Cruise Terminals at Port Everglades
• To and from the IMC and the Airport terminals
• Interim solutions vs. long term solutions
2. Consolidated Cruise Bus processing area (on airport)
• Development of an Interim facility for handing cruise buses from both Port
Everglades and Miami on a short-term basis assuming the complete IMC is a long-
term solution.
3. Customs and Immigration
• More planning Is needed on how security is maintained and what functions are
carried out at the IMC versus at the Cruise Ship terminals. Additional coordination
and planning is needed with Port Everglades, Transportation Security Administration
(TSA), Federal Inspection Service (FIS) personnel.
4. Roadway access to IMC
Functional roadway plans (preliminary plan and profile) are needed for access to and
from the IMC. These functional plans will be reviewed with FDOT in concept to
determine feasibility and ultimately to facilitate memorandum of agreements) for the
use of the IMC site (currently FDOT property).
5. Interior Layout of the IMC
Based on all of the above, review and modify the interior layout taking into account
decisions made on baggage handling, custom and immigration facilities, and roadway
access arrangements.
Project: Pedestrian Pedestrian Overpasses
PROGRAM MANAGER will manage a pedestrian design learn for the detailed design and
ultimate construction of new pedestrian overpasses. The bridges will consist of enclosed
temperature controlled space with new vertical circulation (elevators, stairs and escalators) at
both the terminal and garage landing areas.
Protect: Concourse A
Design and construction of Concourse A providing an additional 5 gates for domestic travel.
This concourse will be an extension of Terminal 1 via a pedestrian connection with moving
walkways in an enclosed temperature controlled space. This Includes the ramp, underground

fueling system, and interim cruise baggage facility.
Project: Cross Field Force Main Sewer
Program Manager will manage the design and installation of a replacement Cross Field Force
Main sewer to meet the needs of the airport expansion progam
Project: Miscellaneous Airfield Work:
Program Manager will manage the design and installation of taxiways, ramps and aprons as
contained in BCAD's capital improvement program.
Project: Master Landscaping Architect
Program Manager will manage the Master Landscape Architecture consultant and coordinate
the construction packaging of landscaping installation contracts.
AEP 7 & II Projects Incorporated Into AEP III for completion
Project: Consolidated Rental Car Facility (RAC)
