Fernandez, Assistant to Chief of Operations Services Marcos, Diri ctor DATE: February 26, 2004 FILE,: SUBJECT : Adopting City of Miami Beach , , Contract /RFQ No. 111-99/00- ' Program Management Services to Manage Construction Projects for REFERENCES : Facilities and Parks ENCLOSURES: The above mentioned City of Miami Beach Request for Qualification (RFQ) has been reviewed by me to determine whether the City of Miami can piggyback on the solicitation for the provision of Program Management Services to Manage Construction Projects for Facilities and Parks. My review of the material submitted to my office revealed the following: • A Request for Proposal was issued by the City of Miami Beach on June 29, 2000. • The scope of the work is for services which includes, but may not necessarily be limited to program management services, including the administration and management of .a segment of the capital spending program, including selected facilities projects for the city. The evaluating factors for the RFQ was based on the following criteria: (1) Firm's Experience in Program Management, (2) Project Manager's Experience, (3) Previous Similar,Ptpjects, (4) Qualifications of Project Team, and (5) References Provided by Prior Project Owners. • An addendum was issued by the City of Miami Beach on July 18, 2000, indicating that the evaluation was conducted during the week of August 7, 2000 to week of August 28, 2000. • Pursuant to the ensuing competitive selection process, the City of Miami Beach approved the firm of URS Corporation -Southern or URS in the alternative, as consultant. • The contract was executed between the City of Miami Beach and URS Corporation on June 27, 2001 for a term of 59 months. • It is an active contract and scheduled to expire on May 26, 2006. Pursuant to Section 18-111, Contracts of other governmental entities, the City may, in lieu of other city competitive bidding procedures, accept a competitive bid which has been secured by another municipal government, subject to a determination by the Chief Procurement Officer that the contract was entered in compliance with city laws, policies and procedures. Thus, it is my determination on the materials reviewed that the above mentioned RFQ issued by the City of Miami Beach Contract is in compliance with city laws, policies and procedures; and, therefore can be adopted by the City of Miami. Please prepare the agenda item and submit it to Purchasing at your convenience.
