I3ACKGROUND: The Department of Community Development has developed a proposed planning calendar for 30t1' Year Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Shelter Grant (ESG) activities funded through the U.S. Department of Housing and Urban Development (HUD). U.S. HUD has advised the City that the projected entitlements for the 30th Year will be as follows: CDBG $ 9,928,000 HOME 5,117,000 HOPWA 10,715,000 ESG 370,622 The planning calendar includes two (2) key dates that must serve as the steering mechanism to ensure that the City meets federal requirements in the development of the Five Year Consolidated Plan (2004-2008) and the 30t+f Year Annual Action Plan. The Five Year Consolidated Plan and the Annual Action Plan must be submitted to U.S. HUD within forty-five (45) days of the beginning of the new funding year. To meet this deadline, the Annual Action Plan must be submitted to U.S. HUD by August 13, 2004 for the October 1, 2004 start date. The other key date revolves around the requirement that there must be a thirty (30) day public comment period for the Five Year Consolidated Plan and the Annual Action Plan prior to submission to U.S. HUD. Therefore, to meet this deadline, the City Commission must adopt both the Five Year Consolidated Plan and the Annual Action Plan by July 8, 2004. The other dates are more flexible and contingent upon complementary scheduling issues. The following is the proposed calendar for the 301+' Year planning process: January 13, 2004 through February 4, 2004 including Saturday At least one Public Hearing in each of the five Commission Districts, and any other supplemental hearings required (contingent upon the schedules of each City Commissioner) (Note: There is a 10-day public notice requirement for each Public Hearing) February 26, 2004 Calendar approved by City Commission March 11, 2004 Policy Decision by City Commission March 31, 2004 30th Year Request for Proposals Available April 30, 2004 Deadline for submission of responses to Request for Proposals (Note: Proposals submitted after the due date will not be accepted) To Be Determined Special City Commission Meeting allocating 30th Year Funds must meet on or before July 8, 2004 to allow the preparation of the Annual Action Plan and time for the 30-day public comment period prior to the August 13, 2004 submission deadline for U.S. HUD) August 13, 2004 Submission of 30th Year Annual Action Plan to U.S. HUD October 1, 2004 Commencement of 30th Year Activities It is important to emphasize that the August 13, 2004 deadline is critical to satisfying federal regulations. However, it should also be noted that the City Commission is able to amend both the Annual Action Plan at a later date providing that it complies with the process outlined in its Citizen Participation Plan. It is recommended that the City Commission adopt the attached Resolution approving a planning calendar for the 30th Year of the CDBG program and other programs funded through U.S. HUD. LMH/BGR
