RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution, with
Attachment(s), rescinding the previously approved Citizen Participation Plan in its entirety and
substituting the new Citizen Participation Plan, attached and incorporated, to increase the Notice
of Public Hearing comment period from ten days to fourteen days as recommended by the U.S.
Department of Housing and Urban Development (U.S, HUD); and to add a Notice of Funding
Availability (NOFA) at least sixty days before funding proposals submitted in response to the
Request for Proposals (RFP) are due for review; and to expand the section on information
accessibility; and also to add a section on technical assistance to be provided to interested
residents by the Administration; and further to re -organize the information to enhance the
usability of the document.
BAC KGROUND:
Federal regulations governing entitlement grants received by the City of Miami through U.S.
HUD require the City to adopt a Citizen Participation Plan that ensures that citizens are actively
involved in the planning and allocation process of U.S. HUD related grants.
At its meeting of May 11, 2000, the City Commission approved a revised Citizen Participation
Plan aimed at increasing citizen involvement in the Consolidated Plan process by eliminating the
Citywide Advisory Board and integrating public hearings in each District chaired by the
respective District's City Commissioner. On February 15, 2001, the City Commission approved
a revision to more accurately reflect the specific procedures undertaken by the City when
substantial amendments are made to the Citizen Participation Plan. U.S. HUD recommends a
fourteen day notice of public hearing comment period before the allocation of federal funds.
