RECOMMENDATION
It is respectfully requested that the City Commission adopt the attached resolution
authorizing the City Manager to accept a grant, in the amount of $8,500,000, from the
United States Department of State (DoS), Bureau of Diplomatic Security to reimburse the
City of Miami/Miami Police Department for the provision of extraordinary protective
services for the 2003 Free Trade Area of the Americas Summit (FTAA) which was held
in Miami, FL from November 17 to November 21, 2003.
BACKGROUND
On November 17-21, 2003, the City of Miami served as the backdrop for the much
anticipated Free Trade Area of the Americas (FTAA) Ministerial and Americas Business
Forum. The city was tasked with being the principal host to this historic event. As such,
the Miami Police Department in collaboration with other local police and law
enforcement agencies were responsible for maintaining security of the city and its
residents while ensuring that the proceedings remained uninterrupted.
Given the enormous role that the City of Miami had during these negotiations, the U.S.
Department of State (DoS) through its Bureau of Diplomatic Security has made available
to the local law enforcement authority, Miami Police Department, $8.5 million in federal
funds to compensate for the extraordinary protective services that were provided during
these discussions. Therefore, the City of Miami through its Office of Grants
Administration has been charged by the U.S. Department of State to gather, collect and
submit all FTAA law enforcement related expenditure documentation from all
participating agencies. Upon review of all allowable agency expenditures, the city will
coordinate with the DoS to ensure that law enforcement agencies that participated during
this event are fairly compensated for their services to the extent that funds are available.
