SCOPE OF SERVICES
PREPARATION AND ADOPTION OF EAR:
Task 1 Issue Identification and Public Involvement
1.1 For purposes of the City of Miami EAR submittal, major issues will be
identified. The Corradino Group Team (The Team) will initiate a
community participation program to identify key planning issues that will
be addressed in the EAR. The Team will conduct an initial kick-off meeting
and a series of one-on-one meetings with key City staff and elected
officials, as may be required. The Team will seek the input of the City's
Project Manager to identify key staff and elected officials for this phase of
the project. In addition, we will conduct one public meeting per
Commission District, for a total of five public meetings. Invitees will
include residents, business owners, community leaders, stakeholders,
elected officials, and City staff. The Team will work with the City's Project
Manager to ensure that the list of invitees is all-inclusive. The purpose of
these meetings will be to discuss and receive public input on key local
planning issues that will need to be addressed in the EAR.
1.2 After the public meetings have been held, the Team will conduct an
interagency scoping meeting with adjacent local jurisdictions and State,
regional and County agencies to receive their input on the key issues that
have been identified, and to identify additional issues that should be
addressed. In addition, this meeting will serve as an opportunity to identify
and collect the data that needs to be received from these agencies in
order to conduct the EAR.
Deliverables for Task 1:
1. Progress report will detail Issue Identification and Public
Involvement.
Task 2 Compilation Report of Local Issues
The Team will prepare an Issue Compilation Report that summarizes all new and
critical issues facing the community. The Issue Compilation Report will be based
upon input collected during Task 1, as described above. This report will be
submitted to City staff for review, comments and approval.
Deliverables for Task 2:
1. Five copies and one CD ROM of The Issue Compilation Report will be
submitted six weeks after project commencement.
2. Progress report will summarize project status.

Task 3 Review and Evaluation of the Proposed 1999 Plan
3.1 The Team will evaluate the successes and shortcomings of each
Comprehensive Neighborhood Plan Element. Successes and
shortcomings will be summarized in narrative format on an element -by -
element basis using tables, illustrations and maps to the extent possible.

3.2 The Team will evaluate the plan objectives within each element as they
relate to the major issues. We will identify, where appropriate, unforeseen
or unanticipated changes in circumstances which have resulted in
problems or opportunities with respect to the major issues identified in that

Deliverables for Task 3:
1. Five copies of and one CD ROM Evaluation of Comprehensive
Neighborhood Plan Elements Report will be submitted in July 2004.
2. Progress Report will summarize project status.
Task 4 Development and Preparation of Updated EAR Draft
4.1 The Team will identify and summarize actions or corrective measures,
including plan amendments, necessary to address the major issues. This
identification shall include, as appropriate, new population projections,
revised planning timeframes, revised future plan maps and/or map series,
an updated capital improvements element, and any new or revised goals,
objectives and policies for major issues identified with each element. S.

4.2 The Team will provide a summary of data and analysis comparing current
conditions of the Land Use Element with conditions at the date of the
previously adopted EAR. To the extent possible, tables, maps, and
illustrations will be used. This data and analysis will include, at a
minimum:
1. Population growth and changes in land area. S. 163.3191 (2)(a),
F.S.
2. Extent of vacant and undevelopable land. S. 163.3191 (2)(b), F.S.
3. Location of development in relation to location of development as
anticipated in the Comprehensive Neighborhood Plan. S. 163.3191
(2)(d), F.S.

4.3 The Team will identify the extent to which those services with level of
service standards outlined in the Comprehensive Neighborhood Plan do
not meet the standards. We will analyze and evaluate its ability to fund
new or expanded infrastructure necessary to correct the deficiencies, and
to provide for future growth at acceptable levels of service. This work will
be done in conjunction with the update to the Capital Improvements
Element. S. 163.3191 (2)(c), F.S.
4.4 The Team will evaluate relevant changes in growth management laws
(State Comprehensive Plan, the requirements of Chapter 163, Part II, the
minimum criteria contained in Chapter 9J-5, Florida Administrative Code
and the Strategic Regional Policy Plan for South Florida) since the date of
the previously adopted EAR for consistency with the Comprehensive Plan.
Based on this assessment plan revisions will be recommended, if
necessary. S. 163.3191 (2)(f), F.S.
4.5 The Team will summarize the public participation program and activities
undertaken during preparation of the EAR. S. 163.3191 (2)(j), F.S.
4.6 The Team will evaluate the success or failure of coordinating future land
uses and residential development with the capacity of existing and
planned public schools, and coordinating the planning and siting of new
schools. S. 163.3191 (2)(k), F.S.
4.7 The previously adopted EAR and any outstanding EAR -based
amendments will be addressed as a special section of the Evaluation and
Appraisal Report. The relevance of the proposed amendments will be
analyzed, and those that remain relevant will be recommended as part of
the 2005 EAR recommendations.
Deliverables for Task 4:
1. Five copies and one CD ROM of Draft EAR Document will be
submitted in July 2004 and will include:
i. Issue Analysis Report;
ii. Trend Analysis Report;
iii. Level of Service Analysis Report;
iv. Evaluation of Changes to State Law and Regional Plans
Report;
v. Public Participation Summary Report;
vi. Evaluation of Public School Coordination Report;
vii. Evaluation of Previous EAR and outstanding EAR based
amendments Report.

Task 5 Public Hearing
The Public Hearing will be conducted in October 2004. The purpose of this task
is to ensure that the public and all concerned stakeholders have an opportunity to
review the EAR report and comment. Any and/or all comments received during
this phase will be addressed in Task 6 Response to Objections,
Recommendations, and Comments.
Deliverables for Task 5:
1. Public Hearing on Proposed EAR.
2. Progress Report will summarize public hearing activity.
Task 6 Response to Public Hearing Objections,
Recommendations, and Comments
The Team will address each of the objections, recommendations and comments
received in Task 5 with a revised draft within 30 days. All responses will be
coordinated via City staff for input and approval.
Deliverables for Task 6:
1. Five copies and one CD ROM of Revised EAR document will be
submitted to City staff within 30 days of the Public Hearing date.
2. Progress Report will summarize project status.
Task 7 Transmital of Proposed EAR to DCA
The purpose of this task is to submit proposed EAR to DCA in order to obtain any
possible comments in advance of required submittal date.
Deliverables for Task 7:
1. Twenty-five copies and one CD ROM of Draft EAR will be
distributed.
2. Progress Report will summarize project status.
Task 8- Response to DCA Objections, Recommendations, and
Comments
All objections, recommendations and comments from DCA will be reviewed and
the draft EAR will be revised accordingly.
Deliverables for Task 8:
1. Twenty-five copies and one CD ROM of Revised EAR document
will be submitted in January 2005.
2. Progress Report will summarize project status.

Task 9 Public Hearing to Adopt Proposed EAR
The Public Hearing will be conducted in February 2005. This will be the final
reading for adoption of Evaluation and Appraisal Report.
Deliverables for Task 9:
1. Public Hearing on Final EAR.
2. Twenty-five final copies and one CD ROM of Adopted EAR
document will be submitted.
3. Final Progress Report submittal.
TRANSPORTATION ELEMENT UPDATE
Task 10 Review Existing Transportation Data
All existing Transportation Data, including the existing Plan's Transportation
Element, will be reviewed. All data collection and analysis will consider the
Florida Department of Transportation's Adopted Work Program, Long Range
Transportation Plan, the City's and County's Peoples Transportation Plan and
the MPO Transportation Improvement Program. The City's Transportation
System features will be reviewed, as per the requirements of 9J5.019
Transportation Element requirements. Some of transportation data to be
reviewed include, but are not limited to:
• Analysis of existing transportation systems, including availability of
transportation facilities and services to serve existing land uses;
• Growth trends and travel patterns, including relationships between land
use and transportation systems;
• Inter -modal & Multi -Modal considerations;
• Current & projected levels of service;
• Effects of transportation concurrency management areas;
• Analysis of local and state programs;
• Maintenance of adopted levels of service standards; and
• Land use policy implications of transportation management programs
necessary to promote public transportation.
Multimodal Transportation Corridors- The Corradino Team will evaluated the
Transportation Corridors identified in the City's adopted TE 1999 and newly
adopted TE November 2003 and correlate to the 1990 Transportation Corridors
Report. Cross reference to Downtown Miami Development of Regional Impact
Increment II, March 2003 and other existing DRI's and Regional Activity Center.

Task 11 Data Collection & Analysis
The purpose of this task is to identify current and future citywide transportation
system needs. The effort will address all modes of transportation and support the
Plan, pursuant to 9J-5 F.A.C. Data collection and analysis of the existing City
transportation system levels of service will be performed, including average daily
and peak hour capacities and headways, existing modal split and vehicle
occupancy rates; existing public transit facilities, including ridership by route,
peak hour capacities and headways; population characteristics, including the
transportation disadvantaged; and the existing characteristics of the major trip
generators/attractors within the community. Other data collection and analysis
may include:
• Major transportation studies underway such as Bay Link, Downtown
Transportation Plan, MIC/Earlington Heights Connector;
• Availability of transportation facilities and services for existing land uses;
All analysis will address the effect of Transportation Concurrency Management
Areas, if any, pursuant to 9J-5 F.A.C.
11.1 Run the County Transportation Model. The Consultant will conduct two
model runs of the Miami -Dade County Model with the official TAZ data
and adopted networks for 2015, 2025 and 2030. These model runs will
form the basis for the following transportation analysis:
• Analysis of growth trends and travel patterns, including interactions
between land use and transportation;
• Analysis of existing and projected intermodal deficiencies;
• Analysis of projected transportation LOS based on future land uses
11.2 Develop Multimodal Recommendations. The consultant will develop a set
of improvements for the City of Miami based upon implementation plans
for County, Regional and State projects. Plans for the City will look to
support the plans of other agencies or meet the needs of corridors that still
show projected deficiencies. These projects will be coordinated with the
appropriate transportation agencies.
Deliverables for Task 11:
1. Five copies and one CD ROM of Results Report documenting existing
conditions and projected conditions for both the Mid-term and the
Long -Term.
2. Five copies and one CD ROM of Set of recommended projects to be
incorporated into the plan
3. Progress Report will summarize project status.

Task 12 Update the Person Trip Methodology
The City's Transportation Corridor Concept using the 'person trip methodology' is a shift
to a more enlightened position regarding the transportation planning process (which is
now more aptly referred to as "mobility planning") to meet the challenges posed by the
Florida's growth management laws: to promote compact urban development, discourage
urban sprawl, and to improve urban mobility. The process, which recognizes the
importance of and the availability of alternate modes of transportation, needs to be
improved in three fronts. This methodology will be updated to address the City's
MUSP process.
• Some of the standard values used in transit and roadway capacity
thresholds, transit and auto occupancy data, current transit routes, for
example need to be updated.
• The process should be re-evaluated to recognize bicycle and pedestrian
facilities that exist in many of these Transportation Corridors.
• Guidelines should be developed identifying ways to encourage the use of
alternate modes of transportation, and a quantifiable measure that can be
used to recognize the promotion of alternate modes of transportation.
12.1 Stakeholders Meetings. In order to explain the process and to obtain
business buy -in to the policies that are necessary to support the person
trip methodology the team will present information at two meetings with
business groups. Staff will work with the DDA and the Downtown
Chamber of Commerce to conduct workshops/forums on this issue.
Deliverables for Task 12:
1. Ten copies and one CD ROM of Technical Memorandum documenting
the suggested revisions to the Person Trip Methodology.
2. Five copies and one CD ROM of Recommended modifications to
Policies supporting the assumptions behind the Person Trip
methodology.
3. Meeting summaries from result of stakeholder meetings.
4. Progress Report will summarize project status.
Task 13 GIS Mapping & Demographic Analysis
The purpose of this task is to develop the City's existing and future transportation
map, based on demographic and transportation system needs. Demographic
analysis will be based on Census data and it will be incorporated as required with
the following required mapping elements: 1) Road system, including collector
roads, arterial roads, limited and controlled access facilities; 2) Public Transit
System, including transit routes, terminal stations, and transit right-of-ways; 3)
Transportation Concurrency Systems, including concurrency management areas
and exception areas; 4) Bike/pedestrian facilities; 5) Port and airport facilities; 6)
Freight; and 7) Intermodal facilities.

Deliverables for Task 13:
1. Five copies and one CD ROM of Map series documenting existing
conditions
2. Five copies and one CD ROM of Map series showing 2030 projects
3. One final Poster size and electronic version of transportation plan map
for public distribution.
4. Progress Report will summarize project status.
Task 14 Draft Transportation Element
Develop and coordinate any modification to the City's: 1) Road system, including
collector roads, arterial roads, limited and controlled access facilities; 2) Public
Transit System, including transit routes, terminal stations, and transit right-of-
ways; 3) Transportation Concurrency Systems, including concurrency
management areas and exception areas; 4) Bike/pedestrian facilities; 5) Port and
airport facilities; 6) Freight; and 7) Intermodal facilities.
After coordination and analysis of the above -mentioned issues, the draft
Transportation Element will be submitted to City staff for review and approval.
Any comments or suggestions received from City staff will be addressed prior to
proceeding to Task 15.
Deliverables for Task 14:
1. Five copies and one CD ROM of Administrative Draft of Transportation
Element
2. Five copies and one CD ROM of Second Draft of Transportation Plan
3. Progress Report will summarize project status.
Task 15 Public Hearing on Proposed Transportation Element
This Task will be conducted as part of Task 5.
Deliverables for Task 15:
1. Transportation Element portion of public hearing.
2. Progress Report will summarize project status.
Task 16 Transmit Proposed Transportation Element to DCA
The purpose of this task is to submit the proposed Transportation Element
Update to DCA in order to obtain any possible comments in advance of required
submittal date.
Deliverables for Task 16:
1. Twenty-five copies and one CD ROM of Transportation Element
document will be submitted along with the EAR.
2, Progress Report will summarize project status.

Task 17 Response to Objections, Recommendations &
Comments
The Team will address each of the objections, recommendations and comments
within 30 days, so that the EAR may be revised accordingly. All responses will be
coordinated via City staff for input and approval.
Deliverables for Task 17:
1. Five copies and one CD ROM of Responses to the objections,
recommendations and comments regarding the Transportation
Element.
2. Five copies and one CD ROM of Marked revisions to the
Transportation Element.
3. Progress Report will summarize project status.
Task 18 Public Hearing to Adopt Transportation Element
This task will be conducted as part of Task 9.
Deliverables for Task 18:
1. Transportation portion of Public Hearing.
2. Progress Report will summarize project status.
Task 19 Transmittal of Adopted Transportation Element
This task includes all of the modification to the Transportation Element as a result
of agency and public comments. The Team, on behalf of the City, shall submit
three copies of the proposed amendment package to the Florida Department of
Community Affairs and one copy each to the Florida Department of
Environmental Protection (DEP), appropriate Florida Department of
Transportation (FDOT) District Office, Department of State (DOS), South Florida
Regional Planning Council (SFRPC), the South Florida Water Management
District (SFWMD), and Office of Educational Facilities of Commissioner of
Education (as necessary).
Deliverables for Task 19:
1. Twenty-five copies and one CD ROM of Adopted Transportation
Element.
2. Final Progress Report will be submitted, along with one CD ROM that
includes copies of all progress reports submitted for this project.
Task 20 Project Team Presentations
The Project Team will be available to present project at two (2) Planning Advisory
Board Meetings and two (2) City Commission meetings, during the course of this
project.
