A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER TO APPROVE THE FINDINGS OF THE EVALUATION
COMMITTEE THAT THE FIRMS MOST QUALIFIED TO PROVIDE
CONSULTING SERVICES FOR PREPARATION OF AN EVALUATION AND
APPRAISAL REPORT ON THE MIAMI COMPREHENSIVE NEIGHBORHOOD
PLAN, PURSUANT TO REQUEST FOR PROPOSALS NO. 02-03-245, IN
RANK ORDER, ARE: (1) THE CORRADINO GROUP AND
(2) KIMLEY-HORN & ASSOCIATES, INC.; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT
WITH KIMLEY-HORN & ASSOCIATES, INC., SECOND -RANKED FIRM,
SHOULD NEGOTIATIONS FAIL WITH THE TOP -RANKED FIRM, UNTILA
CONTRACT IS SUCCESSFULLY NEGOTIATED; AT AN ESTIMATED TOTAL
COST NOT TO EXCEED $150,000, FORA TWO-YEAR PERIOD, WITH THE
OPTION TO EXTEND FOR AN ADDITIONAL ONE-YEAR PERIOD;
ALLOCATING FUNDS, IN AN AMOUNT NOT TO EXCEED $150,000, FROM
ACCOUNT CODE NO. 850101.6.270, AND IF NECESSARY, IN THE AMOUNT
OF $100,000, FROM ACCOUNT CODE NO. 341330.
WHEREAS, Request for Proposals ("RFP") No. 02-03-245 was issued to provide consulting
services for preparation of an Evaluation and Appraisal Report on the City of Miami's ("City")
Comprehensive Neighborhood Plan, on a contract basis, for the Department of Planning and
Zoning; and
WHEREAS, three (3) Proposals were received on January 12, 2004, deemed responsive and
responsible, and evaluated by the Evaluation Committee; and
WHEREAS, the Committee met on three (3) occasions, and following oral presentations,
recommended in rank order: (1) The Corradino Group and (2) Kimley-Horn & Associates, Inc., and
recommended that the City negotiate and execute a Services Agreement or Professional Services
Agreement ("Agreement") with The Corradino Group, the top -ranked firm, and to negotiate and
execute an Agreement with the second -ranked firm in the event negotiations fail with the
top -ranked firm; and
WHEREAS, funds in a total amount not to exceed $150,000 are available, with $150,000
allocated from Account Code No. 850101.6.270 and if necessary, $100,000 from Account Code
No. 341330, for a two-year period, with the option to extend for one additional one-year period;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The recommendation of the City Manager to approve the findings of the Evaluation
Committee pursuant to RFP No. 02-03-245, that the firms most qualified to provide consulting
services for preparation of an Evaluation and Appraisal Report on the Miami Comprehensive
Neighborhood Plan, for the Department of Planning and Zoning are, in rank order: (1) The
Corradino Group, and (2) Kimley-Horn & Associates, Inc., is accepted.
Section 3. The City Manager is authorized{1} to negotiate and execute an Agreement, in
substantially the attached form, with The Corradino Group, the top -ranked firm, for a two-year
period, with the option to extend for an additional one-year period, for a total cost not to exceed
$150,000, with funds allocated in the amount of $150,000, from Account Code No. 850101.6.270
and if necessary, in the amount of $100,000.00 from Account Code No. 341330.
Section 4. The City Manager is authorized{1} to negotiate and execute an Agreement with
Kimley-Horn & Associates, Inc., the second -ranked firm, in the event negotiations fail with the
top -ranked firm, until a contract is negotiated.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
