Members o e City Co fission iola Administrator/City Manager DATE : SUBJECT: February 13, 2004 FILE Recommendation for Award of RFP #02-03-245: Consulting Services for Comprehensive Plan Evaluation REFERENCES : and • Appraisal ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City negotiate and execute a contract with The Corradino Group, 4055 N.W. 97th Avenue, Miami, Florida 33178, a minority local firm, to provide Consulting Services for preparation of an Evaluation and Appraisal Report on the Miami Comprehensive Neighborhood Plan for the Department of Planning and Zoning, for two (2) years, with the option to extend for one (1) additional one (1) year period, at an estimated total cost not to exceed $150,000.00. Funding in the amount of $150,000.00 is available from Account Code No. 850101.6.270, and funding in the amount of $100,000.00 is available, if necessary, from Account Code No. 341330. BACKGROUND The State of Florida requires that each local government conduct an "evaluation and appraisal" of its adopted comprehensive plan on a periodic basis, in accordance with guidelines and a schedule established pursuant to the Florida Statutes and Florida Administrative Code. The resultant Evaluation and Appraisal Report (EAR) will identify deficiencies in the Miami Comprehensive Neighborhood Plan (MCNP) based on recent trends, availability of new data, evolving planning context and new state regulations. Once updated in accordance with the EAR, the MCNP will be both more compliant with state requirements and more relevant and user-friendly to City users. To address this need, RFP 02-03-245 was issued. Three (3) Proposers responded, all of which were deemed responsive and evaluated by the Evaluation Committee. Following two (2) evaluation meetings, the Committee short-listed to two (2) firms, and conducted oral presentations. Following these oral presentations on February 6, 2004, the Committee completed its evaluation and recommended The Corradino Group, and Kimley-Horn & Associates, Inc., in rank order. The Committee further recommended that should negotiations fail with the top -ranked firm, The Corradino Group, the City negotiate with the second -ranked firm, Kimley-Horn & Associates, Inc., until a contract is successfully negotiated.
