Sports Utility Vehicles for the
Police Department
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the purchase of nine (9) 2004 Ford Explorer Sports Utility Vehicles, and extended 5 year, 75,000
mile warranty, in an amount not to exceed $177,642 ($19,73 8 per vehicle), under existing Sheriff's
Offices & Local Governmental Agencies of the State of Florida Bid No. 03-11-0825, effective until
September 30, 2004, from Mike Davidson Ford, a Non-Local/Non-Minority vendor, located at
9650 Atlantic Boulevard, Jacksonville, FL 32225, for the Police Department.
Funding is to be provided from the Local Law Enforcement Block Grant VII, Account Code No.
142023.290539.6.840.
BACKGROUND
Two (2) sports utility vehicles will be for the Building Maintenance Detail. A pickup truck
currently utilized by the one of the on -call supervisors has been deadlined by the General Services
Administration's Motor Pool for unsafe conditions. The condition of the existing vehicle is
causing difficulties in the operation of the detail in order to properly service our various facilities.
The other five (5) sports utility vehicles will be assign to the Traffic Homicide Detail to replace the
Ford Taurus vehicles currently assigned to members of the Traffic Homicide Detail. The Traffic
Homicide Detail is required to carry a large amount of equipment that is needed in the investigation
of traffic homicides. Additionally, the Traffic Homicide Detail members are trained in the use of
the Total Station Crime Scene Mapping System, which measures traffic homicide scenes, as well
as homicide and police shooting scenes. To transport this system in the Taurus vehicles requires
that part of the system be dismantled, which is resulting in unnecessary wear on those parts. The
sports utility vehicles will provide adequate space for the traffic homicide equipment, as well as the
Total Station and other city issued equipment.

The last two (2) sports utility vehicles will be allocated to the Auto Theft Detail. The Ford Taurus
vehicles currently assigned to the detectives provide very little trunk space and limit the detectives
from carrying the proper tools and equipment needed to conduct their investigations. In addition
to container boxes, personal protection gear and other city issued items, an Auto Theft Detective
utilizes the following equipment in order to conduct investigations: LoJack System, MDC's, 8-ton
hydraulic jack, jack stands, creepers and a 75-pound tool box.
FISCAL IMPACT: None, funded by the Local Law Enforcement Block Grant VII.
