Dear Applicant:
Thank you for submitting an application(s) for funding through the FY 2004 Consolidated Planning
Request for Applications (RFA) process. Attached to this letter you will find a listing of your agency's
FY 2004 funding requests along with the funding recommendations by the staff of the Office of
Community and Economic Development. The activities that have been recommended for funding are
indicated with appropriate dollar amounts; those that have not been recommended for funding are
indicated with zero/no amount shown. At a later date, our office will provide you with information
regarding your attendance at a mandatory contract development workshop, for funded activities.
The Miami -Dade Office of Community and Economic Development (OCED) in close coordination with
the Miami -Dade Housing Agency (MDHA) and the Miami -Dade Homeless Trust (MDHT), has
developed a proposed FY 2004 Action Plan as an integral part of the FY2003-2007 Consolidated Plan.
Funding recommendations for the CDBG, HOME and ESG programs have been consolidated along with
staff recommendations for SHIP and SURTAX funds into a single consolidated funding strategy. Please
note that the indicated staffs recommendation(s) are subject to change by the Board of County
Commissioners pursuant to the review and input of the Affordable Housing Advisory Board (AHAB),
Overall Tenant Advisory Councils (OTAC), Task Force on Urban Economic Revitalization (URTF), and
the Office of the County Manager, at the time of the final Commission action.
Please note that the 30-day public comment period relative to the proposed FY 2004 Action Plan began
on October 1, 2003 and will end on October 31, 2003. This office will receive written comments on the
FY 2004 Action Plan to the attention of Bryan K. Finnie, Director, until the close of business on October
31, 2003. A public hearing/workshop on the RFA process and the preliminary recomni ndations has
been scheduled for Wednesday, November 12, 2003 before representatives of the Board of County
Commissioners in the Commission Chamber, on the second level of the Stephen P. Clark Center at 111
NW First Street, Miami. The hearing will begin at 10:00 A.M. Final approval of the FY 2003-2007
Consolidated Plan and the FY 2004 Action Plan by the Board of County Commissioners is scheduled for
December 4, 2003. Notices of any changes to this schedule will be advertised in the Miami Herald and
the Miami Times.
