FOR THE CITY OF MIAMI'S OFFICE OF CAPITAL IMPROVEMENTS PROJECT NUMBER 40-B30632A, ATTACHED AND INCORPORATED AS EXHIBIT "A" ("CWSMP"), TO FACILITATE THE EVALUATION OF AREAS SUBJECT TO EXTREME FLOODING CONCERNS THAT IMPACT PUBLIC SAFETY, PROPERTY LOSS; DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL ACTIONS NECESSARY TO IMPLEMENT THE CSWMP; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Miami's ("City") Stormwater Master Plan, as adopted pursuant to Resolution Nos. 11-0070, adopted on February 24, 2011, and 12-00394, adopted on May 10, 2012, was to be updated to address changes in land use, regulatory requirements, and projected impact from sea level rise ("SLR") and rainfall models pursuant to Resolution No. 16-01250; and WHEREAS, pursuant to Resolution No. R-18-0127 adopted on March 22, 2018, the City contracted with CDM Smith, Inc. to update the Stormwater Master Plan by preparing a Comprehensive Stormwater Master Plan ("CSWMP") as part of the City's Office of Capital Improvements Project Number 40-B30632A; and WHEREAS, the CSWMP identifies improvements needed to address flooding issues impacting public safety based upon a comprehensive assessment of the City's roads, drainage infrastructure, and water management features taking into consideration changing climatic patterns, and SLR; and WHEREAS, the CSWMP complies with Ordinance No. 13114, the Zoning Ordinance of the City of Miami, Florida, as amended ("Miami 21 Code"), and the City's Resiliency Strategy, in addition to complying with Section 380.093, Florida Statute, and the National Flood Insurance Program Community Rating System ("NFIP-CRS") requirements; and WHEREAS, the revised CSWMP will allow the City to develop a comprehensive Capital Improvement Plan identifying drainage improvement areas and enhancements; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 15496 (Revision:) Printed On: 3/27/2024 File ID: 15496 Enactment Number: R-24-0102 Section 1: The recitals and findings contained in the preamble to this resolution are adopted by reference and incorporated as if fully set forth in this section. Section 2: The CSWMP, dated March 2021, prepared by CDM Smith, Inc., attached and incorporated as Exhibit "A," is hereby approved and adopted. Section 3: The City Manager is hereby directed to take any and all actions necessary to implement the City's CSWMP. Section 4: This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
