RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and the City Commission adopt
the attached Emergency Ordinance to create a new Special Revenue Fund titled 2004
State Challenge Homeless Grant and to appropriate and expend said funds not to exceed
$6,606.36 over a period of six months. The State of Florida allocated these funds to the
Miami -Dade County Homeless Trust. The Homeless Trust awarded said funds to the
City of Miami for the Homeless Assistance Program (MHAP). The funds will be utilized
as part of the Homeless Programs cash match requirement and will enhance the outreach,
assessment, placement and transportation to homeless individuals and families within the
City of Miami.
BACKGROUND
In May 2003, The Miami -Dade County Homeless Trust announced the issuance of a
State of Florida State Challenge Grant Program request for proposals, One of the
components provided funds for cash match requirements for existing grant funded
providers.
To enhance the quality of life in the City of Miami, the Miami Homeless Assistance
Program submitted a proposal. All services proposed are consistent with the City of
Miami's Five Year Plan submitted to USHUD, Miami -Dade County's Homeless Plan,
and Miami -Dade County's Social Service Master Plan.
In December 2003, the State of Florida awarded the City of Miami (for the Homeless
Assistance Program) a grant in the amount of $6,606.36 to supplement its cash match
requirement for the US HUD Super NOFA Grant. This grant award will enhance the
established services of outreach, assessment, information, referral, placement, and
transportation that the homeless program has provided for many years.
