It is respectfully recommended that the City Commission adopt the attached Resolution
authorized The City Manager to accept and execute an agreement with the Florida Inland
Navigation District (FIND) for the contribution of funds in the total amount of $700,000 on a
reimbursement basis for use in connection with the "Bicentennial Park Shoreline Stabilization
Phase I Project, B-3293"
BACKGROUND:
The City of Miami has appropriated funds and initiated the Bidding process for the
construction of the project entitles "Bicentennial Park Shoreline Stabilization- Phase I";
project B-3293 in the Capital Improvements Program, Project Number 331418.
The project consists of the design, permitting and implementation of shoreline stabilization
along the existing failing seawall at east and south side of Bicentennial Park. The
Shoreline Stabilization of approximately 3,000 linear feet includes but is not limited to site
preparation, demolition, backfill, riprap placement, filler aggregate limerock fill, steel sheet
piling, concrete cap, relocation of trees and manatee protection.
Because the implementation of this project will improve shoreline stabilization within
Biscayne Bay, the District has offered financial assistance to the City in the amount of
$700,000. The attached agreement provides terms and conditions for the use of the
District funds by the City through its Department of Capital Improvements, and
subsequent reimbursement by the District. The District has programmed funds into its
fiscal year 2003-2004 budget for this purpose. The City Administration incorporated these
additional funds into the Capital Improvements Program Plan.
FISCAL IMPACT:
This action will have a positive fiscal impact on the City by increasing funding for these
capital improvements by $700,000.
