DERM staff inspected the subject property on October 29, 2002 and has determined that the
proposed route for the access road and sanitary sewer Improvements would impact jurisdictional
coastal wetlands. Specifically, the proposed alignment, which was determined M the Held by
beating the survey stakes, would result In filling of jurisdictionei coastal wetlands, Although only
a portion of the alignment was assessed, it was determined that the road would mauls in the
filling of a dech vegetated with mangroves (station +17.00) as well as coastal wetlands located
between survey stations +19.00 arid +20.00. The area beyond this station (or further south)
was not assessed.
DERM recommends that the proposed road and sanitary sewer improvements be located in an
area which would avoid wetland impacts all together, If impacts to jurbdictional wetlands are
avoided entirely, a Class 1 and/or Class IV permit would not be required from DERM.
Additionally, the cost of the pro}ect would be much less expensive because there would be no
mitigation required,
If wetland impacts cannot be avoided entirely, the application for the proposed work must
demonstrate that these impacts have been minimized to the maximum extent practicable. There
appears to be en area located further east of the proposed alignment, which would still Impact
wetlands but would result in much less filling of wetlands, and therefore a leas Impacting
alternative.
Staff was not able to amass the beach side of the wetland VOL If you can provide access to the
beach side, a more thorough assessment of the proposed alignment could be done 45 will ae
