Letter of Acceptance
The "Old Virginia Key Beach Park Renovations and Repair - Phase I Project, B-3282A" is a
Homeland Defense Bond and Safe Neighborhood Parks Bond funded project. The construction
contract was awarded to "Regosa Engineering, Inc." by Resolution No. 03-859 on July 23, 2003. This
project is located on District No.2
On June 17, 2003, formal bids were received for this project, and the lowest and responsive
and responsible bidder was TLMC Enterprises, Inc in the amount of $1,234,179 including the
deductive items A, B, C and D.
By the time of the award of contract, the project was partially funded, and the Deductive Items
A thru D for a total amount of $126,000 were left out pending of identification of the proper funding.
Under Section 18-52(h) of the City Code and Ordinance No.11087 of the 10% Local Vendor
Preference Provisions and a Letter of Acceptance by Draguisa Gomero, president of Regosa
Engineering, Inc, the contract was awarded for the amount $1,108,179.00. The contract amount
covered Item 1 through 15 less deductive items A, B, C and D. Please see attached Bid Tabulation
Form and Letter of Acceptance. The Carrousel Building, the Concession Building and the Large
Bathhouse Building were the structures cover by the awarded contract.
The Capital Improvements Department, Parks Department and Virginia Key Beach Park Trust
combined efforts to come up with the existing shortfall. A request was made to the Office of Safe
Neighborhood Parks to approve the use of available SNPB funds and cover the existing shortfall. The
request was approved, and the additional $126,000 is now available to cover the 100% original
scope of work. The cost breakdown for the deductive work that was not included in the original award
of contract is as follow:

The request of increase of contract for the amount of $126,000 is intended to provide and complete
the 100% original scope of work for this project.
