AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION
ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "SCHOOL
RESOURCE OFFICER PROJECT," AND APPROPRIATING FUNDS FOR THE
OPERATION OF THE PROGRAM, IN THE AMOUNT OF $96,507, CONSISTING
OF A GRANT FROM MIAMI-DADE COUNTY, THROUGH ITS DEPARTMENT OF
HUMAN SERVICES; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID
GRANT AND TO EXECUTE ANY NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; FURTHER
AUTHORIZING THE ALLOCATION OF MATCHING FUNDS, IN THE AMOUNT OF
$32,169, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO.
690001, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF
POLICE AS COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES, AS
AMENDED; CONTAINING A REPEALER PROVISION, A SEVERABILITY
CLAUSE, AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 932.7055 of the Florida Statutes, as amended, authorized the
expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered
normal operating expenses; and
WHEREAS, the City of Miami ("City") has a strong interest in reducing truancy in our City
schools; and
WHEREAS, the Department of Police will implement the Resisting Aggression Defensively
Program ("RADKids") in targeted elementary schools in the City; and
WHEREAS, the City has received grant funds, in the amount of $96,507, from Miami -Dade
County, ("County") through its Department of Human Services; and
WHEREAS, the allocation of matching funds from the City, in the amount of $32,169, will be
required to accept the grant; and
WHEREAS, all purchases must comply with applicable City Code purchasing requirements;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The following new Special Revenue Fund is established and resources are
appropriated for operation of the program as described below:
FUND TITLE: SCHOOL RESOURCE OFFICER PROJECT
RESOURCES: Miami -Dade County, $96,507
Department of Human Services
Law Enforcement Trust Fund $32,169
APPROPRIATIONS: $128,676
Section 3. The City Manager is authorized{1} to accept said grant and to execute the
necessary document(s), in a form acceptable to the City Attorney, for said purpose.
Section 4. Matching funds, in the amount of $32,169, are allocated from the Law
Enforcement Trust Fund, Project No. 690001, such expenditures having been approved by the
Chief of Police as complying with Section 932.7055 of the Florida Statutes.
Section 5. All Ordinances or parts of Ordinances insofar as they are inconsistent or in
conflict with the provisions of this Ordinance are repealed.
Section 6. If any section, part of section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance is declared to be an emergency measure on the grounds of
urgent public need for the preservation of peace, health, safety, and property of the City of Miami,
and upon further grounds of the necessity to make the required and necessary payments to its
employees and officers, payment of its debts, necessary and required purchases of goods and
materials and to generally carry on the functions and duties of municipal affairs.
Section 8. The requirement of reading this Ordinance on two separate days is dispensed
with by an affirmative vote of not less than four -fifths (4/5ths) of the members of the Commission.
Section 9. This Ordinance shall become effective immediately upon adoption and signature
of the Mayor.{2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sing this Ordinance, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall
become effective immediately upon override of the veto by the City Commission.
