Commissio FROM : Joe Arrioa Chief Adiministrator/City Manager DATE- SUBJLGT : REFFRE.NCFS: ENCLOSURES: DEC 19 2003 EM.1 FILE - Proposed Emergency Ordinance School Resource Officer Project Grant RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance, entitled: "School Resource Officer Project," which establishes initial resources and initial appropriations; and further authorizes the City Manager to enter into an agreement, with Miami - Dade County for the acceptance and use of grant funds. Miami -Dade County, through its Department of Human Services, has awarded the Police Department grant funds in the amount of $96,507. Funding for the match is available from the Law Enforcement Fund, Je BACKGROUND The Police Department has received a grant from Miami -Dade County is to be utilized to conduct truancy sweeps, teambuilding and problem solving among our City's youth. Truancy -- involving youth who attend public middle schools and high schools -- is one of the e tha safety of all our City's schoalc hildren's concerns, together with a continuous concern to Through this program, the Police Department's Community Relations Section will implement the Resisting Aggression Defensively Program (RADKids) in increas the numberlof truancy sweeps during s elementary schools. School Resource Officers will the grant year; they will provide crime prevention educational classes to all targeted schools; and will require all truants to participate in monthly diversionary activities, as well as anti -crime prevention sessions together with their parents. Should you have any questions, or require additional information regarding this item, please contact my office and 1 will have a Police Department representative provide you with needed information. f The Honorable Mayor and Members of the City Commission Proposed Emergency Ordinance; School Resource Officer Project Grant Two officers will be trained to teach the RADKids curriculum in the targeted City schools. The RADkids curriculum is structured to address youth issues on how to deal effectively with aggression, self-defense and other anti -crime and crime prevention activities. Curriculum materials include training gear; i.e., helmets, elbow and kneepads and floor mats. A complete kit will be devised to include gear for four (4) youths and an instructor package. Added training for officers will staff the unit with two newly certified officers. A computer will also be purchased to track and monitor truants in each of the City's neighborhoods. Officers will track all program participants, including quarterly grade reports and truancy rates. Remaining grant funds will be used to support program activities and events. FISCAL IMPACT The Miami Police Department has received grant funds from Miami -Dade County, through its Department of Human Services in the amount of $96,507, with a required 25% match in the amount of $36,169, to be funded from the Law Enforcement Trust Fund.
