Thank you for considering our grant proposal. Since submitting our grant proposal several
months ago we have made steady progress in working to specify our CAD scope and price. As
we are in a partnership with the police department it is difficult to separate which
specific portions we would pay for versus the police. To this point we have agreed to pay
for a portion, not specific segments as much of the CAD system will provide dual service.
I have set up meetings with P.D., procurement, law and our mutually selected CAD vendor to
attempt to address this issue. In the interim we have identified 2 (Two) CAD components.
If these items are acceptable we can easily meet the timelines and requirements outlined
in your e-mail as well as the grant. If they are unacceptable I will continue to work on
getting another contract proposal which will segregate other cost as outlined in our
existing contract proposal with the vendor.
The following components are based solely upon the needs of the fire department and are
easily separated. They have timelines which can easily be met within the grant year.
Station alerting system
This system brought online with the implementation of the new CAD system. It is designed
to expedite dispatch response by giving more information sooner to the responding units.
It will have the additional benefit of alerting the firefighters by lights as well as
audible alarms. The system will provide screens strategically located throughout the
station which will 4enerate type of alarm, required response and location of emergency.
This system also has the ability to modify tones by type and decibel level. Thereby
greatly reducing the anxiety and stress currently created by our existing Claxton alarms.
We are currently beta testing this system with great success at one of our stations.
Projected timeline 9 months.
Projected cost $650,000.
Records Management System
After reviewing many vendors we now have a proposal which will provide a Records
Management System which will interface with our selected CAD vendor. We have opted not to
use the same vendor as their system did not provide the dynamic interface and content
needed to provide data essential in assuring accurate data collection which will be used
to modify our responses and maintain state and federal required documentation. This system
would be among the first implemented in the maturation of our CAD system. Projected
timeline 6 months.
Projected cost $500,000.

PO:Miami's app has one line item - Computer Assisted Dispatch system for the entire city.
The narrative indicates that of the 500,000 calls their 911 gets every year, 75,000 are
.' fire related. Coincidentally, the project is $5+ million with $750K coming from us (fire).
There are a couple of issues I have with the application. (1) Can the applicant narrow the
scope of this project from the $5.5 million city-wide CAD system to something a little
more reflective of the $1.1 million that we need in order to provide them with $750K
requested. For example, could AFGP purchase certain pieces of equipment or could AFGP pay
for the training rather than be a portion of the much larger system? Such an arrangement
would be easier to manage and audit. Also, such an arrangement may head off any concerns
if the projected project costs ($5.5 million) aren't sufficient to complete the
installation and implementation of the project. (2) Can the project be completed within
the grant -year? What types of assurances can we obtain? If # 1. above is implemented, we'd
be much more comfortable about completion within the year.
(3) Has there been any costa incurred to date? How much of the project is already
underway? Are there any pre -award costs that we'll have to deal with?
