The adoption of this resolution and execution of the enclosed agreement will reap substantial savings for the City. BACKGROUND: Pursuant to Ordinance No. 12271, the administration desires to utilize the previously 'bid Coral Gables contract to secure the disposal services of WMIF without competitive bidding. Currently the City disposes of yard waste and bulk trash at facilities operated by Miami -Dade County. Pursuant to the terms of the existing inter -local agreement with Miami -Dade County, the City pays a rate of $60.00 per ton for the disposal of yard waste and bulk trash. On September 20, 2000, the City of Coral Gables entered into a franchise contract with Waste Management Inc. of Florida (WMIF) for the provision of solid waste and recycling' services collection, including processing and disposal services for yard waste and bulk trash. Per the terms of said contract, the City of Coral Gables pays a rate of $43.00 per ton, adjusted annually according to the Consumer Price Index (CPI) for Urban Consumers for the Southeast Region of the United States, for the disposal of yard waste and bulk trash. Utilizing the existing Coral Gables Solid Waste and Recycling Collection Services Contract for the disposal of yard waste and bulk trash would result in a substantial savings to the City. In addition to the reduction in disposal rates garnered as a result of this proposed agreement, WMIF has also agreed to construct a permanent Drop -Off facility for the acceptance of bulk trash at the City's yard located at 1920 N.W. 20th Street. This facility will be built at no cost to the City and operated by our Solid Waste Department. WMIF has also agreed to build and operate a permanent Drop -Off facility at WMIF's Hialeah Recycling Facility for bulk trash acceptance. These sites will be available for the exclusive use of City of Miami residents.
