SUBJECT : Adopting City of Coral Gables' Request for
Proposal for Solid Waste and Recycling
Collection Services

The above mentioned City of Coral Gables Request for Proposal has been reviewed by me to determine
whether the City of Miami can piggyback on the Request for Proposal solicitation for the procurement of
Solid Waste and Recycling Collection Services.
My review of the material submitted to my office revealed the following:
• The Request for Proposal was advertised in a newspaper of general circulation in the City of Coral
Gables;
• The Request for Proposal was issued by the City of Coral Gables to procure Solid Waste and
Recycling Collection Services back in July, 1999;
• A mandatory pre -proposal conference was held on July 29, 1999;
• Proposals were submitted on September 23, 1999;
• Five (5) companies submitted proposals: (1) Waste Management, (2) B.F.I., (3) Florida Recycling
Services, (4) Onyx Florida, and (5) Republic Services;
• On June 5th, 2000, the City of Coral Gables formally awarded the Request for Proposal to Waste
Management via Ordinance No. 29954 for a period of five (5) years with an option to renewal for
another five (5) years;
• As part of the agreement (Exhibit X), the City of Coral Gables had the sole option to use Waste
Management's facility to deliver yard waste at a rate of $39.50 per ton, which may be adjusted
pursuant to Consumer Price Index (CPI), which is now $43.00 per ton.
• The City of Coral Gables exercised the option.
Pursuant to Section 18-111, Contracts of other governmental entities, the City may, in lieu of other city
competitive bidding procedures, accept a competitive bid which has been secured by a state government,
subject to a determination by the Chief Procurement Officer that the contract was entered in compliance with
city laws, policies and procedures.
Thus, it is my determination on the materials reviewed that the above mentioned services procured by the
City of Coral Gables is in compliance with city laws, policies and procedures; and, therefore can be adopted
by the City of Miami. Please prepare the agenda item and submit it to Purchasing at your convenience.

Re: City of Coral Gables Solid Waste Et Recycling Collection
Service Contract
Dear Mrs. Cuervo Schreiber:
It is understood that the City of Miami has a desire to "piggyback" the
Agreement for Solid Waste Et Recycling Collection Service Contract between Waste
Management Inc. of Florida and the City of Coral Gables.
Pursuant to the City of Miami's request, Waste Management Inc. of Florida
hereby agrees to offer the City of Miami yard waste disposal services under the same
price(s), terms and conditions of a portion of the City of Coral Gables Solid Waste Et
Recycling Collection Service Contract awarded to Waste Management Inc. of Florida on
June 5, 2000, by the City of Coral Gables, as referenced in the attached agreement.
All references to yard waste disposal services in the City of Coral Gables Solid
Waste Et Recycling Collection Service Contract shall be assumed to pertain to the City
of Miami, Florida.
