HomeMy WebLinkAboutR-04-0014City of Miami Legislation Resolution: R-04-0014 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 03-0394 Final Action Date: 1/8/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF FUNDS, IN ATOTALAMOUNT NOT TO EXCEED $194,400, FROM SPECIAL REVENUE FUND ENTITLED: "POVERTY INITIATIVE" TO SUPPORT THE 2004 CITYWIDE EARNED INCOME TAX CREDIT CAMPAIGN PLAN ("PLAN"); ALLOCATING FUNDS, IN AN AMOUNT NOT TO EXCEED $28,600, TO EXTENDED STAY AMERICA FOR THE ACCOMMODATIONS AND MATCHING GRANT FUNDS RELATED TO THE COMMITMENT OF 22 UNITED STATES AMERICORPS VOLUNTEERS, AND FUNDS, IN AN AMOUNT NOT TO EXCEED $165,800, TO FLORIDA INTERNATIONAL UNIVERSITY'S METROPOLITAN CENTER TO IMPLEMENT THE PLAN; FURTHER DIRECTING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI AND FLORIDA INTERNATIONAL UNIVERSITY. WHEREAS, pursuant to the 2000 United States Census, the City of Miami ("City") was determined to be the poorest, large city in the United States; and WHEREAS, the Mayor and City Commission wish to assist City residents by appealing to the State and Federal government, foundations, etc. to leverage and use funds; and WHEREAS, Resolution No. 03-94, adopted January 23, 2003, approved the Citywide Poverty Initiative Plan and authorized expenditures for a local outreach campaign to increase awareness related to the Earned Income Credit ("EIC") and the Child Tax Credit ("CTC"); WHEREAS, the Miami City Commission approved the designation of Fiscal Year 2004 budget funds, in the amount of $500,000, of the Citywide Poverty Initiative; and WHEREAS, the goal of the Citywide Poverty Initiative is to assist low- and moderate -income individuals and families to: (1) access existing public benefits, (2) improve financial literacy, and (3) save to build wealth and accumulate assets; and WHEREAS, the Miami City Commission desires to continue its effort of EIC and CTC awareness as outlined; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The allocation of funds, in a total amount not to exceed $194,400, from the "Special Revenue Fund - Poverty Initiative" is authorized to underwrite the 2004 Citywide Earned Income Tax Credit Campaign Plan ("Plan") for 2004, with funds allocated, in an amount not to exceed $28,600, to Extended Stay America to cover cost for accommodations and matching grant funds related to the commitment of 22 United States Americorps Volunteers, and allocating funds, in an amount not to exceed $165,800 to Florida International University's Metropolitan Center to implement the plan. Section 3. The City Manager is authorized{1} to execute a Professional Services Agreement, in substantially the attached form, with Florida International University's Metropolitan Center for a one-year period. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
