HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM CA.11 TO FROM : E I °rabic 11, 4 yor & Mei',bers of Mian i City omm'on e A riola :ity tanager DATE: SUBJECT: REFERENCES: ENCLOSURES: January 8, 2004 FILE : Resolution Authorizing the Use of State of Florida Contract for General Consultant Engineering Consultant Services RECOMMENDATION: The administration respectfully recommends the adoption of the attached resolution authorizing the City Manager to piggyback on an existing State of Florida Department of 'Transportation contract (Contract No. C-8286) for general consultant engineering consultant services. In recognition of the fact that municipal capital programs are cyclical by nature and that adding City staff is not in the best long term interests of the City, the administration is requesting to partner with industry to advance the delivery of the City's aggressive capital plan. Using the existing State of Florida contract will provide the City needed project management expertise. Consul-Tech's staff will serve as an extension of city staff to drive forward the capital plan. The provider, Consul -Tech Engineeninj, Inc:, has successfully provided District Six (6) of the Florida Department of Transportation with project management services. The utilization of this existing contract will allow the administration to avoid a lengthy procurement process, which would likely take approximately six (6) months. Per the existing contact, Consul -Tech will be asked to regularly perform tasks including, but not limited to: • Define project scopes; • Prepare project estimates & budgets; • Serve as program managers instituting process controls and project tracking mechanisms to ensure timely project delivery; • Develop templates for contract boiler plates for professional & contractor services; and • Oversee construction for "push-button" contracts (i.e. landscaping, repaving, and sidewalk construction) issued by the Public Works Department. Pursuant to the requirements of Sect. 18-111 of the city code, the chief procurement officer has rendered a determination that the State of Florida Contract, No. C-8286, was entered into pursuant to competitive process in compliance with city laws, policies, and procedures. A copy of the chief procurement officer's memorandum stating his finding is attached for your records.
