HomeMy WebLinkAboutsubstitute cover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM (.5;bsh /vie - /o TO : FROM Honorable Mayor & Members of Miami City Commission Joe Arriola City Manager DATE : SUBJECT: REFERENCES: ENCLOSURES: January 8, 2004 Resolution Authorizing the Use of State of Florida Contract for Professional Consulting Services for Management Skills RECOMMENDATION: The administration respectfully recommends the adoption of the attached resolution authorizing the City Manager to piggyback on an existing State of Florida Department of Management Services contract (Contract No. 973-001-00-1) for professional consulting services for management skills. In recognition of the fact that municipal capital programs are cyclical by nature and that adding City staff is not in the best long term interests of the City, the administration is requesting to partner with industry to advance the delivery of the City's aggressive capital plan. Using the existing State of Florida contract HDR Engineering, Inc. will provide the City much needed consulting including, but not limited to: ■ Planning, Budgeting and Performance Measurements Consulting— which includes: ➢ Needs Assessment — Identify and develop assessment instruments, data collection methods, analysis, interpretation, and public participation strategies. ➢ Strategic Planning — The development of long-range outcomes, priorities, and strategies for agencies. ➢ Performance Budgeting — Implementation of the requirement of the Government Performance and Accountability Act of 1994. ➢ Performance Measurement — The systematic identification and development of appropriate outcome, performance, and productivity indicators, performance monitoring and reporting systems. • Ouality Improvement Consulting — The use of various techniques to evaluate and improve processes and quality of services performed. The provider, HDR Engineering, Inc., has an extensive track record in this area. Currently, HDR Engineering, Inc. serves as program management consultant to the Jacksonville Transportation Authority QTA) for its $2 billion capital improvement plan adopted as a result of the recent passage of a full penny sales tax. The State of Florida DMS contract exists for the sole purpose of providing municipalities and other agencies a mechanism for obtaining program management services without having to undertake a lengthy procurement process. Pursuant to the requirements of Sect. 18-111 of the city code, the chief procurement officer has rendered a determination that the State of Florida Contract, No. 973-001-00-1, was entered into pursuant to competitive process in compliance with city laws, policies, and procedures. A copy of the chief procurement officer's memorandum stating his finding is attached for your records. FUNDING: Funding for the recommended professional consulting services for management skills contract is available in following accounts: • Account No. 122001.2500106.6.840 — Transit 1/2 Cent Surtax • Account No. 001000.026001.4103.473 - Local Option Gas Tax.
