Fernandez, Assistant to Chief of Operations Services on L i""-- arco , g D ector SUBJECT: Adopting State of Florida Contract No. 973-001-00-1 for Professional Consulting Services for Management REFFRENCES : Skills ENCLOSURES: The above mentioned State of Florida Contract has been reviewed by me to determine whether the City of Miami can piggyback on the solicitation for the provision of Professional Consulting Services for Management Skills. My review of the material submitted to my office revealed the following: • A Request for Proposal was issued by the State of Florida to acquire Professional Consulting Services for Management Skills; • Categories for Professional Consulting Services for Management Skills includes: Planning, Budgeting and Performance Measurement Consulting (which includes Needs Assessment, Strategic Planning, Performance Budgeting, and Performance Measurement); Quality Improvement Consulting; and, Airport Management Consulting; • The term of the contract is for 36 months with an option to renewal for an additional term not to exceed the original 36 months period; • The Request for Proposal were reviewed based on the firms' references, consulting/training staff experience and organizational experience; • The State of Florida used a formula to award contracts to firms scoring at least 1,000 points or more in each category; • The prices and awards were based on geographic area; • Over 30 firms were awarded contracts (see attached); • The initial base term period of the contract was from May 15, 2000 through May 15, 2003; • The State of Florida extended the contract through the period of May, 14, 2004 (see attached). Pursuant to Section 18-111, Contracts of other governmental entities, the City may, in lieu of other city competitive bidding procedures, accept a competitive bid which has been secured by a state government, subject to a determination by the Chief Procurement Officer that the contract was entered in compliance with city laws, policies and procedures. Thus, it is my determination on the materials reviewed that the above mentioned that the State of Florida Contract No. 973-001-001 is active and in compliance with city laws, policies and procedures; and, therefore can be adopted by the City of Miami. Please prepare the agenda item and submit it to Purchasing at your convenience.
