Subject to the approval of the City Commission, the Civil Service Board was created to adopt,
amend and enforce a code of rules and regulations which shall have the force and effect of law,
providing for appointment and employment in all positions in the classified service, based on merit,
efficiency, character, and industry; and to make investigations concerning the enforcement and
effect of this article and of the rules adopted; and shall make an annual report to the Commission.
All five members' terms expire on January 27, 2004. Three of said members are appointed by the
Commission at -large and two are elected by employees of the City with civil service status. The
Civil Service Board Employee Election was held on December 4 and 5, 2003 for Seat No. 1. Seat
No. 2 had only one candidate, William J Scarolla, III and as an unopposed candidate, Mr. Scarolla
is deemed elected.
• The Commission at large has three (3) appointments to make for seats currently held by
Gerald Silverman, Frankie Rolle and Mariano Cruz, whose terms all expire on January 27,
2004. Mr. Silverman has been a member since January 23, 1986. Pursuant to Code Sec. 2-
885(b), no board member shall serve more than eight consecutive years on any one board.
This requirement may be waived by a unanimous (5/5) vote of the members of the City
Commission.
• The Commission at large is requested to confirm the results of the Civil Service Board
Employee Elections. Jorge L Garcia was elected for Seat No. 1 and William J Scarolla, III
was elected for Seat No. 2.
For your convenience, we are including a copy of the current membership of said board. By copy
of this memorandum to the Agenda Office, we are requesting that this issue be placed on the
January 8, 2004 Commission agenda.
