Proposed Permit Service Enhancements
Department Requesting Agenda Item: Building Department
1. Subject: Proposed Permit and Service Enhancements
2. Purpose of item:
This proposal will streamline the permit issuing process and assist homeowners in
obtaining permits and inspections. It will help homeowners better understand the
different types of permits and their required procedures. It will allow the Building
Department to operate more efficiently and to become more user friendly.
Implementation of this proposal would be done in four (4) phases:
• PHASE 1:
Exemptions to certain types of permit requirements under the Florida
Building Code for all disciplines: Building, Electrical, Mechanical. and
Plumbing.
• PHASE 2:
Changes in procedures that include working_closely with the NET Offices in
order to start the permitting process for Land Improvement Permits (LIMP)
at all thirteen (13) NET Offices.
• PHASE 3:
Implementation of an informative Power Point Presentation, for
homeowners, that would be available on the City's WEB Site and all NET
Offices detailing permitting procedures and other functions related to the
Building Department.
• PHASE 4:
Creation of a "satellite office" on the ground floor of the MRC Building to
assist and provide information to homeowners, to expedite small projects,
and to issue certificates and licenses.
3. History of item:
The City Commission requested that a plan be created to enhance the permitting
process and to develop a method in which to assist homeowners with this process
so that they may be issued Building Permits in a more expeditious manner. This
plan was to be presented to the Commission for their review and approval.
4. Does this item correlate with the CIP plan or Strategic Plan? If so, how?
Yes. The Strategic Plan.
It will create a "one step" stop for obtaining "simple permits" and providing
information and assistance to homeowners..
5. Does this item have any effect on residents within the City of Miami? If so,
how?
Yes.
It will simplify and assist residents in the rehabilitation of their homes.
6. Will this item impact any specific District? If so, which one?
Yes.
This item affects all districts citywide.
7. Does this item have any fiscal impact? (please provide dollar amount)
Possible reduction of permits revenues: however, it should not affect the overall
revenue projections.
