complaints during a recent commission hearing on everything from
the project's scale, density and neighborhood incompatibility to
blocked view corridors, traffic impact and the area's vulnerability
to floods.
After five hours of intense debate from neighbors, interspersed
with calming speeches from Villa Magna developer Tibor Hollo's
business partners and relatives in support of the project, Commis-
sioner Johnny Winton led the commission in a favorable vote for
the MUSP—with conditions.
"I've heard 50-75 MUSPs since I've been elected," exclaimed
a frustrated Winton. "But I have never sat through a hearing where
a developer brought people who work for him to speak on his be-
ha1f...I thought that was inappropriate!
"I don't care about the height or the view corridors," he added,
"views are not protected so `buyer beware' ...but I do think the densi-
ty is a major issue. It makes the project unworkable."
Though Winton pushed to have developers "go back into the
community to come up with a better project," City Attorney Jorge
Fernandez warned that under the city's zoning code, that would re-
sult in the project's immediate approval, due to a lack of action on
behalf of commissioners.

Florida, on December 9, 2004, at 9:00 a.m., in the City Commission
Chambers at City Hall, 3500 Pan American Drive, Miami, Florida, for the
purpose of hearing objections from any interested parties affected by the
proposed Amendment to Section 2-269 of the Code of the City of Miami,
Florida, as amended entitled "Checking and recording plats and alley
closures or vacations: Fee Schedule: Waiver of fee" to establish an
expedited review for processing tentative plats, recording plats and
adjusting the fee schedule and by the proposed Amendment to Section
55-6 of the Code of the City of Miami, Florida, as amended, entitled
"Same - Revising plat after approval" to provide for certain changes,
erasures, modifications or revisions to a plat after approval by the City
Commission and prior to the recordation.
Please also take notice that the Commission has stipulated that the
December 9, 2004 Commission meeting may be continued to December
10, 2004, if necessary.
All interested persons are invited to appear and may be heard concerning
this matter. Should any person desire to appeal any decision of the City
Commission with respect to any matter considered at this hearing, that
person shall ensure that a verbatim record of the proceedings is made,
including all testimony and evidence upon which any appeal may be
based.
