On November 1, 2004, Ms. Gloria Velazquez, Greenberg Traurig, and Mr. Richard Dubin presented a proposed residential project, which requires amendments to land use and zoning at 517, 555 and 603 NW South River Drive from Marine Industrial to Commercial. The MRC recognized the mixed -use nature of this "middle river" area, and by a vote of 10-3 found the proposal to be in the best interest of the narrow subject property and the Miami River corridor. In addition, the MRC found the proposed project to be consistent with the Miami River Greenway Action Plan, in providing a publicly accessible riverwalk and an "on -road Greenway", funded and constructed by the proposed developer, within City of Miami owned public right-of-way along NW South River Drive.
